As a hub of maritime transport,ports are an important node in the global trade network.Goods can enter the global market only after they are distributed through ports.Container transportation has become the preferred mode of maritime transportation because of its advantages of convenient handling,high security,and a high degree of automation.By the end of 2021,the total capacity of container ships in the world will exceed 280 million deadweight tons,or about 24 million TEU.From the perspective of the carrying capacity,the year-on-year growth rate in 2021 is 2.5%,and from the perspective of the number of standard containers,the year-on-year growth rate is 4.5%.The shortage of container transport time in the world has also led to high container freight rates.The main reasons for this phenomenon are,on the one hand,the shortage of container capacity;on the other hand,the unreliable shipping schedule and congestion in ports.The delay of ships brings great challenges to the port dispatching operation,resulting in low efficiency of port operations and the inability of ships to arrive at the next port on schedule,resulting in a vicious circle.Aiming at the ship delay caused by uncertain events,this paper focuses on the berth rescheduling optimization problem,considering the impact of ship delay.It provides a reasonable solution to the impact of ship delays during the operation of container terminals.First of all,the research and literature related to ship scheduling,berth allocation,and interference recovery are collected,and the current research status and shortcomings are analyzed,indicating the difficulties and necessity of this study;Secondly,it introduces the relevant theoretical basis until the follow-up study;After that,the research problem is described,and relevant strategies are proposed to deal with the impact of ship delay.Through relevant assumptions,the problem in this paper is abstracted into a mathematical problem,and relevant parameters and decision variables are set.A mathematical model is built to minimize the sum of rescheduling costs,and the meaning of each constraint in the model is explained in detail.An improved genetic algorithm is designed to solve the problem according to the characteristics of the problem and model.In order to improve the solution quality and efficiency of the algorithm,the delayed ship is distinguished from the ship that normally arrives at the port,the crossover operator and genetic operator are designed,and the steps and flow of the algorithm are explained in detail;Finally,the solution process is illustrated by numerical examples,and the effectiveness of this scheme is illustrated by comparing this scheme with the wait-only scheme and the first come,first served scheme,and the scientificity of this algorithm is illustrated by solving examples of different scales.This paper provides a method to deal with the ship delays caused by the impact of uncertain events,which can effectively deal with the scenario of multiple ships’ concurrent delays and can provide decision support for port managers.
