| In recent years,with the continuous development of urban construction and urban-rural integration,governments at all levels continue to improve the number and scale of infrastructure construction and increase the investment coverage of projects.Sewage treatment,as an important part of the public infrastructure,is low-income undertakings which leads to low economic benefits and even budget deficits,although its social and environmental benefits are tremendous.However,the traditional project management theory can not meet the practical needs of sewage improvement,reconstruction,nor expansion at this time point.Therefore,the research on cost management of sewage improvement and on its effectiveness evaluation,monitoring expenditures during the process,evaluating the deviation between the project construction progress and cost execution,evaluating of project construction conditions scientifically and effectively,and adopting targeted measures of deviation rectification are critical for managers of sewage improvement and water improvement projects.Based upon this context,the author takes the QC sewage treatment plant upgrade and reconstruction project as an example with utilizing project management theories and methodologies,in order to achieve the purpose of effective cost management through the acquisition value method by analyzing the cost and progress of this project.First,illustrate the background and the significance of the cost management for the sewage treatment plant upgrading and reconstruction and expansion project,cite from the relevant literature of the project cost management and the acquisition value method,and define the research direction and research framework.In the meantime,it explains the relevant concepts,influencing factors,and the theoretical basis of the project cost,summarizes the concept and implementation stage of the value acquisition method,and provides a theoretical basis for the research.Second,analyze the current cost management situation of QC sewage company’s upgrading and reconstruction project,introduce the upgrading and reconstruction project of QC sewage company’s treatment plant,and analyze the cost management system,cost structure and expenditure of the project.Using survey to analyze the problems in grade transformation project,i.e.insufficient dynamic control,inaccurate billing,imperfect cost management system and etc..Finally,the cost management of the upgrading project of QC sewage treatment plant is carried out based on the acquired value method by cost management analysis data in multiple stages of the project and collected cost indicators of each construction stage.In order to correct the cost deviation and clarify the occurrence of the deviation,the acquired value method is introduced.Expense management system can be analyzed by the effect of cost management to achieve the overall cost of the project and the expected progress for the project.In order to ensure the implementation of the cost management plan,the author provided suggestions regards to improving the construction of the organization system and the cost management system,and suggestions regards to implement the post responsibility compensation and punishment system. |
