After entering the era of rapid development in the social and economic fields,the development model of "development before governance" has brought a series of problems of water shortage and water pollution.Increasing the treatment capacity of sewage is the most effective way to deal with the water pollution problem at present.However,the reconstruction and expansion project of sewage treatment plant is easily constrained by many urban planning problems,such as cumbersome procedures,insufficient construction funds,limited construction team level and complex treatment process.Therefore,a set of targeted and effective progress management plan is of great significance to solve the problem of delay in the construction period of the reconstruction and expansion project of sewage treatment plant.Through consulting a large number of domestic and foreign literature,this paper summarizes the research results,cutting-edge technologies and commonly used management tools in progress management and control,collates the theories needed for the schedule management optimization of HY sewage plant reconstruction and expansion project,and determines the article framework and technical route.Based on the basic information of the project objectives,progress plans,construction plans and other basic information of the HY sewage treatment plant reconstruction and expansion project,the problems existing in the project progress management due to the use of traditional management methods are analyzed.The reasons are that the progress is delayed due to the unreasonable preparation of the progress plan,the inadequate implementation,the weak ability to correct deviations,the untimely dynamic monitoring and the untimely supply of resources.In combination with the logical relationship and work content of each process in the sewage plant reconstruction and expansion project,the WBS work breakdown method is used to further refine the process in the original plan,form a grid plan,and use PERT to confirm the critical path and key tasks,so as to obtain the preconditions and data required for the optimization of the construction period.On this basis,the time-cost balance method and the critical chain method are used to optimize the project duration.Through comparison,the critical chain method is selected as the optimization method of the project.Finally,combined with the characteristics of the critical chain schedule optimization method,the early warning mechanism of the critical chain buffer zone is formulated,such as the early warning setting of the buffer zone;According to the actual situation of the project,a series of progress optimization guarantee measures are proposed,such as formulating new incentive and performance appraisal mechanism,strengthening human resource allocation,improving the communication mechanism of the project,improving the construction technology auxiliary measures,improving the project fund guarantee measures,etc.,to ensure the smooth implementation of the optimization plan.The research results of this paper can solve the problems existing in the schedule management of HY sewage plant reconstruction and expansion project,ensure the timely delivery of the project,and also provide some reference and reference for the schedule management of similar projects.
