With the promotion and implementation of the Belt and Road Initiative,more and more domestic railway construction enterprises have invested in overseas markets,which has brought good opportunities for railway construction enterprises.However,whether in domestic or foreign markets,the ultimate purpose of construction enterprise management should be to pursue maximum economic benefits under the premise of ensuring project quality,construction period,safety and other requirements.Due to the restriction of traditional planned economy,China’s railway construction market is basically undertaken by China Railway Construction Corporation and China Railway Corporation,two state-owned enterprises.The weak market competitiveness of railway construction enterprises leads to extensive project management of railway construction enterprises and the lack of the idea of using modern engineering management science to carry out project management.Facing the international railway engineering construction market,Chinese railway construction enterprises need to improve the management level of railway engineering projects,especially pay attention to project cost control,so as to enhance the competitiveness of railway construction enterprises in overseas railway project construction.In this paper,the railway project of communication,signal,electricity engineering(that is triple electricity engineering in abbreviation)from Dapilon harbor to Santou mine in Guinea is taken as the research object,and the project cost control of the project is carried out.Based on the theory of engineering project cost management and cost control,this paper analyzes the influencing factors and control methods of engineering project cost control through the study and data analysis of the cost control cases of railway communication,signal,electricity engineering project and similar projects at home and abroad.Combined with LD company and combined with LD company and the actual situation of the railway project of Communication,Signal,Electricity engineering from Dapilon harbor to Santou mine in Guinea,the construction of Combined with LD company and the actual situation of the railway international market of labor,materials,equipment,machinery market price case,compiled the project target cost and decomposition,and combining with the project schedule planning the cost of the project plan,The cost control risk is analyzed,and the cost risk control measures of the third power project of Guinea-SAN-Saint railway are formulated.Taking the railway project of Communication,Signal,Electricity engineering from Dapilon harbor to Santou mine in Guinea as an engineering case,combined with the actual situation of LD Company and the railway project of Communication,Signal,Electricity engineering from Dapilon harbor to Santou mine in Guinea,this paper constructs the cost control system of the railway project of Communication,Signal,Electricity engineering from Dapilon harbor to Santou mine in Guinea,analyzes the cost control risk,and compiles the project target cost in combination with the preparation principle of enterprise target cost and the market price of labor cost,materials,equipment and machinery in domestic and foreign markets.The railway project of Communication,Signal,Electricity engineering from Dapilon harbor to Santou mine in Guinea is taken as an engineering case,according to the project target cost and the project schedule,the project cost plan is prepared.Six time nodes are selected and the earned value method is used to calculate the Budgeted cost of work performed(BCWP),Actual cost of work performed(ACWP)and Budgeted Cost of Work Scheduled(BCWS)in the project cost control process,and cost variance(CV),schedule variance(SV),cost performance index(CPI),schedule completion index(SCI)and other four evaluation indicators are calculated and analyzed.Analyze the cost and schedule deviation of each node,find out the causes leading to the deviation of cost and schedule,and correct the deviation in time.According to the data in the process of project cost control,analyze the cost control deviation of labor cost,material and equipment cost,machinery cost,other direct cost and management cost respectively according to the cost category,and summarize the problems existing in the cost control process of the railway project from Dapilon Terminal to Santou Mine Guinea "Communication,Signal,Electricity" Engineering.In view of the problems existing in the cost control of the third power project of Guinea Da-San Railway,the improvement measures are put forward from the aspects of improving the project cost control procedure,the improvement measures of the project target cost compilation,the cost control measures in the construction process,the cost control measures in the completion acceptance stage,the cost control performance assessment and other management aspects.Through the railway project of Communication,Signal,Electricity engineering from Dapilon harbor to Santou mine in Guinea,the author explores the ideas and measures of cost control of the "Communication,Signal,Electricity" project of African Railway,the cost control case of this project can provide reference for railway construction enterprises to better complete similar foreign projects,and also provide technical reference for other similar engineering enterprises to control the cost of foreign projects.
