In recent years,with the rapid development of China’s economy,a large number of urban rail transit projects have also been put on the construction agenda in various places.With the rapid development of the urban rail transit industry,the high cost and its rising trend limit the construction speed of urban rail projects to a certain extent.At the same time,it also increases social costs and increases the financial burden of local governments.Therefore,the control of the cost of urban rail engineering projects has also attracted more and more attention from relevant parties,and it is necessary to further optimize the preparation of urban rail engineering budget estimates to ensure the comprehensive benefits of the project.Although the methods of preparing the estimates and the quotas have been developed to a considerable extent after several revisions,from the overall situation,the current urban rail transit budgetary estimates and quotas are more or less unable to truly reflect the actual market conditions.Take the communication system as an example,there is a large gap between the consumption of some sub-items in the quota used in the preparation of the project budget estimate and the actual value of similar completed projects in the same region in the same period.And some of the unit prices of labor,materials and machines used are not in line with the market average,etc.These problems will cause the estimated budget document to be returned for revision during the budget audit-review,which will affect the overall progress of the project.Therefore,it is very important and urgent to study the optimization of budget estimation of urban rail transit communication system.The thesis analyzes the current situation of several representative urban rail transit communication system budget preparation projects,and analyzes the reasons for these problems in the process of budget preparation and makes an optimization framework for the problems existing in the budget preparation process.On this basis,based on the existing literature and related theories of budget preparation,the case analysis method is used to study the insufficiency of basic data such as consumption,unit price and rate in the process of budget preparation of communication systems at this stage,and to check for leaks according to needs.To fill the gaps,it is proposed that localities can establish a project cost database,use information technology to obtain market data,and ensure the accuracy of the original data.At the same time,in-depth analysis of some of the quota consumption,unit prices of labor,materials,machines and rates that are not in line with the market,after collecting the original data,using quantitative analysis,fuzzy theory and gray system theory to recalculate and test,then obtain actual and more accurate estimated quota data that is in line with the current market.Finally,improvement suggestions are drawn,and a project is used as an example to compare the original estimate with the optimized estimate by using the comparative analysis method to verify the optimization effect.In turn,it will promote the level and accuracy of budget estimates for the urban rail transit communication system,and contribute more to reducing project costs,saving social resources and government investment.
