Urban rail transport has the advantages of large passenger transportation which can help to solve the problem of urban congestion,so the major cities develop vigorously urban rail transit.However,its investment is huge and it takes long construction period,so the government financial burden is heavy.In order to be able to attract investment,decrease the financial pressure and improve operational efficiency,the government introduce the PPP(Public Private Partnership)model into the urban rail transit projects.Urban rail transit investment and financing system and investment main body has changed.For decision-making of fare,already more and more cause the attention of investors and enterprises.The original ticket system has been unable to meet the requirements under the new situation of the operation.Therefore,the government should pay more attention to the actual situation of the urban rail transit,actively explore the reasonable scheme of urban rail transit fare,and,make full of the important role of urban rail transit.The healthy and sustainable development of urban rail transit has important significance.From the research background and significance,this article deeply analyze the urban rail transit fare and has deep insight about the important position of the PPP model in urban rail transit development and the important meaning.Meanwhile,it detailed explanation about the present situation of urban rail transit pricing method at home and abroad and introduces the research progress of experts and scholars in recent years.The article has a further study about principles for the PPP model in urban rail transit fare,fare pricing basic theory,basic model and the system of urban rail transit fare ticket pricing,in order to establish a reasonable pricing model to lay a solid theoretical basis.According to the related theory,the establishment of urban rail transit pricing plan:(1)the Ramsey pricing model can realize the optimization of social welfare and be suitable for the beginning of the PPP model in urban rail transit pricing,therefore the methods based on marginal cost pricing and the average fare pricing are established,considering more about Ramsey pricing model;(2)the system dynamics pricing model can analyze the relationship among the influencing factors of the fare,and it can studies various factors affecting the dynamic effect of the target prices under the help of the Vensim software simulation,so it can come to a conclusion of trend about urban rail transit pricing.So the system dynamic pricing model is established.Finally,on the basis of the above model,it can make plan of dalian rapid rail line 3 ticket prices under the taxi fare types of PPP mode.Based on the data of Dalian rapid rail line 3,it is concluded that the Ramsey pricing model based on multiple times to find the initial pricing of the PPP mode.Through simulated calculation system dynamics model,preliminarily estimates annual rate level of the PPP mode of dalian rapid rail line 3 in the future.Then,this article shows some opinions for the government and the investors,and the future research direction was prospected in it.
