A mid-western prefecture-level city is strategically located as an important node connecting the Yangtze River Delta, the Pearl River Delta and Southeast Fujian. With rapid economic development, the region is facing many urban transportation problems:urban expansion is faster than transportation construction, land development lacks transportation support, and transportation services are passively adapted. In this paper,we use the travel data of residents in the region as the research object, and conduct a behavior change strategy oriented by public transportation to provide theoretical support for the better implementation of the "public transportation priority" strategy. In order to propose a behavior change strategy, this paper uses a behavioral analysis method, using the CNL model of the GEV model family,to investigate and analyze the travel data of the residents of this prefecture-level city. The previous CNL model structure breaks through the IIA characteristics to a certain extent, but it does not take into account the reality that the same transportation mode has different affiliations and different allocation parameters for different nests, and is not fully applicable to the relevant research in this paper.Taking into account the different scale coefficients between nests and nests and the different affiliation degrees of the same transportation mode for different nests,I propose a new CNL model structure and compare the results of CNL model and NL model to analyze the influence of travel time, travel cost, travel distance and personal factors of travelers(occupation, gender, age, etc.)on the travel behavior choice of residents in the area. The empirical results show that the improved CNL model has a significant impact on the choice of travel behavior. The empirical results show that the improved CNL can accurately capture the correlation between the Alternative Nest and the choice of limbs.Through model parameter estimation and testing,it can be concluded that(1)the improved CNL model has higher accuracy and better adaptability to the sample data than MNL,NL and previous CNL models in the analysis of travel activities in the region;(2)when making travel behavior choices, residents in the region will focus on travel time, travel cost and travel distance. In addition, private car ownership shows a negative relationship with the choice of public transportation travel by residents in the region. Finally, based on the results of the CNL model, several suggestions for behavior change strategies in this prefecture-level city are proposed. This paper concludes that public transportation in the region has shown a better development in recent years, but still lags behind the growth rate of motorization, leading to an increasing proportion of local residents choosing private cars for travel,a phenomenon that poses a considerable challenge to the construction of local public transportation. In the actual construction, the concept of green transportation priority development should be implemented into concrete actions, and while curbing the excessive use of small cars, the investment in public transportation should be increased to provide high-quality public transportation services for the residents in the region...
