Plan Implementation Evaluation Of The National Archaeological Park Of Weiyang Palace In Han Chang’an

In the new era,the construction of territorial planning system has put forward higher requirements for the implementation evaluation of urban and rural planning,and the necessity of implementation evaluation of historical and cultural protection and utilization planning has also increased.In this context,it is of great theoretical and practical significance to carry out the plan implementation evaluation of archaeological park.Xi’an,as a leading city in the construction of archaeological site parks,has successively created four national archaeological site parks since the first national archaeological site parks were established in2010.The National Archaeological Park of Weiyang Palace in Han Chang’an is one of the four national archeological parks listed in Xi ’an.Taking it as a typical case to evaluate the effect of planning implementation and summarize the effect and deficiency of planning implementation can not only guide its planning and construction,but also be beneficial to optimize the site park system in Xi’an.This study takes The National Archaeological Park of Weiyang Palace of Han Chang ’an as the empirical object,and constructs an appropriate evaluation system for the implementation effect of archaeological park planning,in order to provide beneficial reference for the preparation and implementation of archaeological site planning in the future.Based on the theory of evaluation,this study focuses on "What are the characteristics of kaogu Site park planning? How to evaluate the implementation effect of archaeological park planning? What is the current implementation effect? Why does it have such an effect? How to optimize? " Five key questions unfold.First of all,by analyzing the objectives,contents and implementation mechanism of archaeological park planning,it can be concluded that archaeological site park planning has dual attributes of responsibility and rights,which is both blueprint planning and vision planning,as well as special technical attributes and comprehensive policy attributes.Secondly,based on the characteristics of archaeological site park planning and research experience in related fields,combined with the content of Detailed Planning for Weiyang Palace Area of Han Chang ’an City Archaeological Site National Park(2013-2018),this paper constructed an implementation effect evaluation system from the perspective of "effectiveness + utility" evaluation.The evaluation system includes three special indicators: "space implementation","resource maintenance" and "public satisfaction".And this system is used to evaluate the implementation effec of weiyang Palace Site Park.Then,based on the implementation problems reflected in the comprehensive evaluation results and the process of planning implementation,it can be seen that the implementation effect of archaeological park planning is comprehensively affected by external environment,planning system and implementation subjects.Finally,based on the analysis of the influencing mechanism of implementation,this paper puts forward the strategy for improving the implementation and planning of the National Archaeological Park of Weiyang Palace in Han Chang’an.
