Under the background of the implementation of the rural revitalization strategy,the development of villages has been paid more and more attention by various departments,and rural tourism has also developed rapidly.Beijing’s tourist villages should have developed steadily under the guidance of policies,but now they are facing many difficulties,and the number of tourists is decreasing year by year.There have been many discussions on this issue in academic circles,and there are also many practices in China,but the overall effect is not satisfactory.This is because the current planning lacks a comprehensive consideration of costeffectiveness,making it impossible to reasonably guide construction.Therefore,based on the homestay village in the mountainous area of Beijing,this paper discusses the evaluation and optimization of the homestay village renewal scheme through the theory of value engineering.This research expands the planning method for the renewal of homestay villages,and provides guidance and suggestions for the renewal and improvement of homestay villages in mountainous areas.The article elaborates from the following four parts:The first part is the introduction of the thesis,redefines the concepts of "value engineering","homestay village","renewal" and other concepts in this paper,and determines that the research object is homestay villages in the mountainous area of Beijing.Summarize the domestic and foreign research in other aspects.Finally,the research content,research method and technical route of the article are expounded.The second part is the construction of the homestay village renewal theory under the value engineering theory.Firstly,it summarizes and analyzes the development history,development status,and causes of problems of homestay villages in Beijing mountain areas,and puts forward the scientific problem of this paper----how to study the renewal of mountain homestay villages from the perspective of value engineering.Based on the organic renewal theory,consumer demand theory and value engineering theory,the feasibility of value engineering in the renewal evaluation of homestay villages is analyzed,and the corresponding working procedures are established.The third part is the construction of the evaluation system for the renewal of homestay village under the value engineering theory.Through the analysis of relevant literature,tourist demand and industry standards,the evaluation index system of homestay village renewal program is constructed.The index system includes three systems: village environment,public facilities and homestay facilities.Among them,the village environment includes four factors:environment improvement,landscape greening,building facade and key space.Public facilities include infrastructure,public service facilities and tourism service facilities.Homestay facilities include interior decoration,courtyard design,facilities and equipment.Then the method of calculating factor cost is put forward.On this basis,the calculation method of function index and cost index is put forward,and the value index is calculated according to function index and cost index,so as to evaluate and select the scheme.Finally,the cost of the scheme is optimized by calculating the value coefficient and optimization difference.The fourth part is the empirical study.Through the evaluation and analysis of the renewal scheme of Shicheng Village in Miyun District,the renewal scheme selection and optimization strategy based on value engineering are obtained.It is concluded that for the renovation of Shicheng Village,the problem-oriented solution A is a more reasonable choice in the case of limited funds.After Party A’s case is selected,the cost of environmental remediation,building facade and public service facilities should be adjusted,and the cost of corresponding indicators should be reduced by reducing unit price,scale and additional cost,so as to make the scheme more reasonable.
