Rich theoretical and practical achievements have been studied by scholars at home and abroad during nearly three decades in development and evolution of the Financial Shared Service.However,there is an obvious paradox between many explorations,which in academia and enterprise construction of different industries and sizes,and the real progress of Financial Shared Service in China is slow and still in the primary stage.There is an increasingly obvious trend of global market integration with the changes of objective environment,such as digital economy and “the Belt and Road Initiative”,Chinese enterprises,especially enterprise groups,will face more complex and changeable business environment on the world stage.Construction industry,the second pillar industry in China,has an indisputable influence on domestic economic development.Financial Shared Service can effectively help these unique characters,such as long project duration,large volume,wide cross region,difficult payment collection and many uncontrollable factors,of the construction enterprise group differ from other enterprises.However,at present,the traditional financial management mode,which still occupies the mainstream position in most construction enterprises,has many problems that hinder the development of the company.Such as the higher cost of information collection,the lower efficiency of financial personnel and capital flow,the lag of financial information,the lack of close contact between functional departments and so on.Therefore,in order to promote the high-quality development of construction enterprises,there is an urgent need to study and specifically solve the implementation and integration of Financial Shared Service in the construction industry.This thesis identifies the problems of the construction and implementation of Financial Shared Service,and puts forward optimization suggestions by using the case study method based on the Construction Enterprise Group A.Firstly,analyzing the construction and operation of Financial Shared Service from different theoretical perspectives which include key theories and related theories such as Change Theory,value creation theory,BPR theory and theory of scale economy,It lays a foundation for studying the problems existing in Financial Shared Service.Secondly,it briefly introduces the basic situation of the Construction Enterprise Group A,and combs the construction background,process and operation status of its Financial Shared Service,as well as the core business process related to subcontracting.By analyzing the construction planning,operation management and information system,it is found that repeated business processes,improper allocation of financial personnel,inconsistent process standards,delayed capital payment,imperfect functions of existing information systems,non integration between different systems are the main problems of Financial Shared Service of the Construction Enterprise Group A.Finally,putting forward suggestions from the following aspects:resetting business process sequence;optimizing staffing;standardizing the process system by using PDCA cycle;improving the treasurer management to strengthen capital control;building the auxiliary system and helping the data connection;Integrating resources to promote the transformation from financial sharing to management sharing.The main innovation of this thesis is as follows: it focus on the case study of construction enterprise group,and shifts the focus of analysis from the traditional basic reimbursement business to the core subcontracting business,in particular,it focuses more on the industry characteristics and subcontracting related business processes of the Construction Enterprise Group A.This thesis explores specific problems existing in the construction and operation of Financial Shared Service,analyzes the reasons and puts forward targeted improvement suggestions.It not only optimizes the existing problems of the Financial Shared Service of the Construction Enterprise Group A,but also enriches the relevant research cases in the academic community,which also has a certain reference significance for the study in the construction and operation of Financial Shared Service of construction enterprise groups,especially in the core subcontracting business.
