In the process of rapid construction and development of highway engineering in China,the frequent quality and safety accidents have not only affected the construction process,but also caused property damage,casualties and social life.Under this background,the evaluation of the quality and safety production of Liaoning highway project can regulate the quality and safety behavior,improve the construction of transportation facilities,control the development cost,improve the investment income,and maintain the harmonious and sustainable development of highway engineering.Based on the relevant theories,policies,regulations,problems and trends of highway engineering construction management,this paper draws on the advanced experience at home and abroad,combines the characteristics of Liaoning Province,establishes a comprehensive evaluation model of quality and safety,and selects sample projects to conduct trial calculations and draw conclusions.Suggested countermeasures to enhance the comprehensive level.Firstly,it expounds the theory of engineering project management cycle and construction procedure,puts forward the objectives and measures of highway engineering construction management,and analyzes the related concepts of engineering quality and safety production.Based on the life cycle theory,it is determined that the quality of the project is studied from the four stages of decision-making,design,construction and operation,and the safety production is studied during the construction phase.Clearly evaluate the timing and put forward the idea of "post-project evaluation".Secondly,it sorts out the status quo and management analysis of highway construction quality and safety production in various regions of China.Analyze the quality and safety problems and causes of Liaoning highway engineering,and establish a list of major hidden dangers of quality and safety,respectively,and lay the foundation for the selection of subsequent evaluation indicators.Thirdly,quality indicators are selected from four aspects:decision quality,design quality,construction quality and quality of use.Safety production indicators are selected from four aspects:personnel factors,material factors,management factors and environmental factors,and an evaluation index system is established.Combining rough set theory and central point triangle whitening weight function to improve grey clustering to establish a comprehensive quality and safety evaluation model.The comprehensive evaluation grades are divided into five grades:good,good,average,poor,and poor.Taking Jianxing Expressway as an example,the engineering quality and safety production comprehensive grade are evaluated.The evaluation result is "good".Finally,according to the evaluation results,looking for the reasons for the loss,through field research and expert analysis of highway construction group,from the perspective of policies and regulations,enterprises themselves,and public participation,put forward countermeasures and suggestions to enhance the comprehensive level of quality and safety production of highway engineering projects.Reference suggestions are provided in other provinces.
