Ontology-based Knowledge Modeling And Application For Urban Waterlogging Emergency Plan

With the rapid development of cities in China,urban waterlogging has become another major urban disease that plagues many cities in China.Emergency plan is a guiding plan to assist relevant emergency personnel to carry out corresponding emergency work when an emergency occurs,and it is one of the core of emergency management.At present,many emergency plans are stored and managed in the form of paper documents or electronic documents.The lack of unified format of emergency plans is not conducive to the query,update and application of plan knowledge,resulting in low utilization rate of plan knowledge.In view of the problems existing in the traditional emergency plan,realizing the information management of emergency plan is of great significance to promote the efficient storage,management and application of emergency plan knowledge.Firstly,this paper studies ontology theory and urban waterlogging emergency plan,proposes to introduce ontology into the field of urban waterlogging emergency plan,and determines the theoretical basis and methods for constructing the ontology knowledge base of urban waterlogging emergency plan.Through in-depth analysis of urban waterlogging emergency plan and emergency management process,the domain knowledge information is summarized from three aspects of prevention and early warning,emergency response and post-processing,which lays the foundation for the construction of ontology knowledge base of urban waterlogging emergency plan.Then,based on the determined information elements of urban waterlogging emergency plan,the improved seven-step method is used to describe and express the conceptual terms,conceptual attributes,relationships between concepts and related examples in the urban waterlogging emergency plan with ontology language.The ontology knowledge base of urban waterlogging emergency plan is constructed and instantiated by using Protege ontology development tool,and the ontology knowledge base is evaluated and the ontology tacit knowledge is mined.Finally,based on the ontology knowledge base of urban waterlogging emergency plan,the visualization and retrieval application of knowledge base are studied.The SWRL emergency plan knowledge rule base is established,and the Drools inference engine is used to realize the rule-based plan knowledge reasoning.Through research,this paper verifies the feasibility of applying ontology technology to the field of urban waterlogging emergency plan,and constructs the ontology knowledge base of urban waterlogging emergency plan.Distinctiveness has improved the management and application efficiency of emergency plan knowledge,and standardized the early warning release and emergency response.To achieve efficient response and strong response to urban waterlogging disasters,improve the level of urban disaster prevention and mitigation.
