The City Examination&Evaluation System is an important policy tool for urban governance,which plays an important supporting role in improving the level of urban planning and construction,building a high-quality living environment,and enhancing urban governance capabilities.In recent years,my country has gradually established an urban physical examination evaluation system,but in the process of practice,problems such as fragmented work organization,inefficient multi-subject collaboration,and difficulty in transforming achievements have emerged.The related research on urban physical examination evaluation at home and abroad focuses on the research of organizational mechanism,index construction,working mechanism,etc.under a specific background,forming a consensus on the main structure,working mechanism,technical tools,etc.:including the need for diversified and sufficient urban physical examination evaluation subjects Collaboration and dynamic feedback mechanism need to be further optimized and improved,and it is of great significance to improve the informatization level of urban physical examination evaluation.However,there are two obvious deficiencies in the existing research.First,it lacks the guidance of an explanatory theoretical framework and pays too much attention to technological improvement.Second,the existing research is relatively limited to the perspective of departments,and there is no overall vision and systematic research on urban governance.From the perspective of urban governance,this study selects holistic governance as an analytical theory,and refines the four elements of holistic governance(OSMT):Objects,Subjects,Mechanisms and Tools,and deeply analyzes the correlation of elements,and combines the context of urban physical examination to construct A theoretical framework for institutional analysis.The theoretical framework includes four key elements:physical examination evaluation objectives,physical examination evaluation subjects,physical examination evaluation mechanisms,and physical examination evaluation tools;and nine criteria for evaluating key elements:subject collaboration efficiency,comprehensiveness of composition,orderly participation,mechanism effectiveness,Feasibility and objectivity,unity,logic and support of tools.Using the theoretical analysis framework,this paper systematically sorts out the four stages of the institutionalized development of urban physical examination evaluation,conducts a systematic analysis of the current urban physical examination evaluation system,and finds that the system has the core problems of parallel top-level design,divided management,and the requirements of ministries and commissions.The local needs do not match,the main structure is not ideal,the working mechanism is not perfect,and the technical tools are not unified.There are practical difficulties such as low collaborative efficiency and weak data foundation.Combined with the simple qualitative coding and cluster analysis of the interview results of experts in related fields,it is found that the limitations of the system have a common reflection and amplification effect in local practice,and the local governance capacity is limited.Two key issues are faced with similar practical dilemmas.Based on the experience of domestic and foreign medical examination evaluation system,this paper proposes that the overall planning of local governments is a breakthrough in the optimization of urban medical examination evaluation,and based on this,it proposes a system optimization strategy with local governments as the starting point.First,at the target level,it is recommended to establish basic goals to promote highquality urban development,requiring central ministries and commissions to refocus on institutional goals based on their own powers,and to strengthen the adaptability of central governance requirements and local governance needs;The government makes overall planning at a high level,builds a local collaborative governance platform led by groups,insists on local city self-examination,ministries and commissions organize third-party physical examinations,and social satisfaction surveys provide basic support for the two parts of the physical examination content;at the mechanism level,it is proposed to establish a working mechanism that connects with the development plan,oriented to the results feedback mechanism of government departments at all levels,and improve the multi-perspective and comprehensive supervision mechanism;finally,a unified threelevel physical examination scope is proposed at the tool level,and it is recommended to strengthen the information and data evidence-based scientific research,improve the indicator system,and establish a multi-level and multi-interface The comprehensive information platform is integrated into smart city construction in the form of urban physical examination function modules.
