Bidding is an important part in project construction and the development of social economy.The Standing Committee of the Ninth National People’s Congress passed the "Bidding Law" on August 30,1999,and it was formally implemented on January 1,2000.The promulgation of the "Bidding Law" means that our country’s construction bidding is on track.However,with the rapid development of economy in our country,the "Bidding Law" has not been revised or updated.Chaos in the field of project bidding are universal.It has become a blockage affecting economic development and a difficulty that destroys the social ecology.All the society indignant it.Strengthen the daily supervision on bidding is very necessary.In recent years,in order to regulate bidding activities,many laws,regulations and normative documents have been promulgated from the central to the local government.The construction market has been continuously regulated,the supervision system has become increasingly perfect,and the construction market order has gradually improved,but there are still some problems in the construction project bidding process.Supervise is particularly important for regulating bidding activities and dealing with the problems existing in bidding activities.In the critical period of achieving the "two centenary" goals,the economy of our country is developing rapidly,infrastructure construction is improving day by day,and capital investment in the field of engineering construction is increasing year by year.Bidding activities is particularly important for saving state funds and avoiding the loss of state-owned assets.Research the supervision of bidding for engineering construction is of great significance for promoting the smooth progress of the project,saving national funds,fighting with illegal and criminal activities,regulating the bidding market,optimizing the business environment,and establishing a long-term mechanism for bidding supervision.After deeply analysis of a large number of cases touched during work in recent years,it is undeniable that there are indeed many problems in the current bidding field.Through these cases analysis,we can clarify the duty each of the tenderer,bidder,and winning bidders from the problems reflected in the cases.while in-depth interviews with relevant practitioners in bidding field,combined with the interview content and the collected ideas of the interviewees to analyze the problems,and find out that there are currently many problems in the bidding and bidding fields,such as muti-head supervision or same-body supervision,low supervision quality and efficiency,administrative intervention,frequent complaints and reports,and repeated prohibitions on violations.Find out the reasons of the problems.Finally,from the reasons of the problems,it is proposed to establish a regulatory agency,strengthen professional training,and establish a comprehensive regulatory mechanism.,Strengthen process supervision,strengthen punishment and other suggestions.It is hoped that through the improvement of the bidding supervision system,it can effectively reduce social chaos such as bid-rigging activities,subcontracting,illegal subcontracting,and illegal intervention by public officials,improving project quality,speeding up project construction,and saving national funds.To create a good health environment,so that more high-quality companies are willing to participate in bidding activities in our city,so that tenderer can have many better choices,and make the bidding market full of vitality.
