| As urbanization continues,the focus of urban development shifts from incremental to inventory,which means that urban regeneration becomes the main driving force for urban development.At this stage,although the renovation of old districts has achieved some success,most of the old community renovation projects nowadays have many difficulties.Among these difficulties,it is difficult for the stakeholders to reach an agreement on the transformation,the contradictions between them are difficult to coordinate,and some even evolve into more intense social conflicts,which is one of the important reasons why the transformation work is difficult to carry out in depth.How to balance the interests between the various stakeholders in the process of old community renovation is something that needs to be addressed in current community planning.Based on the literature review,the theoretical development and practice history of old community renewal and stakeholders at both domestic and international level are comprehensively elaborated.From the perspective of stakeholders,the classification of stakeholders according to their importance is discussed in detail,and the reasons for the difference in interests between stakeholders in the process of interest game are analysed in depth.From the process of multi-agent interest game,this paper proposes to build the coordination mechanism of balanced development of interests,resolve the conflicts and contradictions of various parties,and realize the most targeted and optimal strategy combination for the transformation of old communities.Finally,the implementation of the balance of interests in the renovation planning of old communities is comprehensively demonstrated and discussed with the example of the renovation of the community of quanyechang in Wuhan.The study found that the diversity of stakeholders causes differences in interest claims,thus increasing the conflict of interests in the community and affecting the balance of the community interest pattern.And in this process,powerful actors such as the government,neighborhood committees and community-owned organisations form different alliances.Firstly,the government and the neighborhood committee form a rehabilitation alliance,which strengthens its own voice through policy coordination and other means.Secondly,communityowned organisations,tenants and business owners form a wait-and-see alliance,which maintains a wait-and-see attitude towards community transformation.Finally,community residents and owners’ committees form a support coalition,which is the weaker side of the interest pattern due to its weak voice.In addition,competition for space and resources is the essence of the conflict of interests.The internal class division of residents and the lack of relevant laws and regulations further contribute to the imbalance of the interest pattern and intensify the conflict of internal interests.Therefore,this thesis proposes that communities should build a mechanism for balancing interests to ensure the balance of interests among stakeholders and maintain the stability of the interest pattern.In addition,the transformation of old communities should provide a planning strategy guided by the goal of interest balance at the institutional level,the planning and implementation level and the long-term management level. |
