| The safety risks affecting the construction of construction projects are characterized by multiple,latent,volatile and sudden,and some enterprises’ security management mechanism is not perfect,risk control and other factors,which are easy to cause the occurrence of safety production accidents.Therefore,the risk hierarchical control and hidden danger screening and treatment is two barriers to avoid the occurrence of production safety accidents.Article 4 of the Production Safety Law,amended for the third time in 2021,clearly requires that production and business units must establish a dual prevention mechanism of graded safety risk control and hidden danger investigation and treatment.Based on the project requirements of "Research on Safety Risk Assessment and Control of Construction Projects and Safety Investment Optimization" cooperated with China Railway Construction Engineering Group Co.,LTD.,combined with the actual construction of the Dalian Metro Line 5 Control Center building,the construction of enterprise dual prevention mechanism and the development and research of information platform were carried out.In order to realize the scientific control of systematic,systematic,information of the construction project.(1)Identify the safety risks existing in construction operations.Combined with the engineering practice,the JHA method was used to identify the risk of four high-risk sub-projects(deep foundation pit excavation and support engineering,high support mode engineering,curtain wall engineering and demolition engineering).A total of 31 risk points and 85 danger sources covered by the project were identified,and the risk identification table including risk description was established,accident type and other related content was formed.(2)Grade the identified security risks.Firstly,the construction safety risk evaluation index system was constructed on the basis of the risk identification results,and according to the characteristics of the safety risk in the construction industry,the possibility of accident and the classification control criteria of the accident consequence harm degree were established.Secondly,the weight of each secondary index was calculated respectively by using the decision and laboratory method and the CRITIC method,and the weight was combined.Then,the cloud model was used to quantitatively grade various risk indicators,and the security risk of the enterprise was divided into red,orange,yellow and blue.Finally,information such as risk type,hazard description and risk level was integrated,and corresponding safety measures were proposed.A risk control list containing 31 risk points was constructed to realize hierarchical control of the enterprise’s security risks.(3)The establishment of construction enterprises hidden trouble checklist and governance process.Firstly,a functional resonance model was established for the hidden trouble detection of the construction enterprise,secondly,took the excavation and support of a deep foundation pit as an example,the function module was divided by this model,and the function network diagram was constructed,then,based on the coupling between the risk control list and each function module,the enterprise’s hidden trouble checklist was constructed,finally,the hidden trouble detection and management closed-loop was established,and the establishment of enterprise life cycle of hidden trouble detection and rectification process was established.(4)Design and develop the information management platform of dual prevention mechanism.Using Java Script language and My SQL database technology design and development.The software platform includes five modules: enterprise information management,risk management,hidden danger investigation,statistical center and personal information.It realizes the information management of enterprise issuing notices,checking and rectifying hidden trouble,checking and erased the record and file integration. |
