| With the continuous promotion of the new green pattern in China,the win-win sustainable development of society,economy and environment can become the overall goal of future progress.The country implements a new shipping strategy of green wisdom and resilience.We should vigorously promote the new trend of ports led by science and technology empowerment and green environmental protection to accelerate the construction of a transportation power.In this way,we can maintain and guarantee the stability of the industrial chain and supply chain.At present,the international situation is complicated and severe,and domestic stability is urgently needed.It is unsustainable for China’s coastal ports to rely solely on throughput to drive the whole,which can’t improve the utilization rate of resources and bring harm to the regional ecology of ports.Under the background of national key support for port green innovation technology,the situation and level differences of ports can be reflected in many ways by measuring the green efficiency of coastal ports.On this basis,the spatial dimension is integrated to deepen the understanding of how coastal ports will drive the overall development of port clusters from the perspective of synergistic development.And it also proposes effective countermeasures for the sustainable development of coastal ports.Therefore,this paper takes 13 coastal ports as the research objects to study the green development efficiency and its spatial-temporal evolution characteristics.Firstly,this paper combs the related literatures of green development efficiency of port and expounds the related theoretical basis.Secondly,it introduces the green operation of the research port and its local economic status,and summarizes the existing problems.And by summarizing the predecessors and the current situation of the port,a reasonable evaluation index system for green development efficiency of coastal ports is constructed.After that,the port data from2016 to 2021 are selected and quantified.Using super-efficiency SBM model with undesirable outputs and Malmquist Total Factor productivity index model,green development efficiency of port can be measured from dynamic and static angles.Finally,Moran’s I model is used to analyze the green development efficiency of port spatial autocorrelation.And according to the measurement results,improving the port green development efficiency suggestions are put forward.The results indicate that: At the beginning of the new period,the input of technology in ports increased,but the output of some ports did not improve equally,especially the imbalance between input and output in large ports.In the medium term,China was impacted by the COVID-19,which led to unstable overall situation.The green development efficiency value of major coastal ports in China fluctuated greatly.In the later period,the efficiency gradually picked up,and the coastal ports still have a large space for improvement in the future.Specifically,it is mainly affected by pure technical efficiency from the change trend,but the average scale efficiency is lower than the average pure technical efficiency all the year round.It shows that the port scale is an important factor restricting the port.From the study of spatial-temporal evolution,besides the peer effect,the Matthew effect among ports in the region is significant.It shows that if good coordinated development is to be achieved in the future,it is inevitable to differentiate competition on the basis of full cooperation between ports.Therefore,the port needs to ensure its own development on the basis of the rapid development of regional port clusters.Through this study,it is helpful to define the green development orientation of coastal ports,determine the coordination direction among port groups,enrich the theoretical scope of coastal port green,and have practical guiding significance for the green development of coastal ports in the future. |
