With people’s increasing emphasis on environmental protection,how to balance the relationship between economy and development and achieve sustainable development is the key to China’s green development.As one of the important driving forces for economic growth,technological innovation is one of the main ways for innovation entities,mainly enterprises,to cope with high-quality economic development in recent years.Especially when the international situation is increasingly severe,it is particularly important to improve their own technical level as soon as possible,and one of the ways of technological progress is to absorb foreign technology and improve their own technical capabilities.Foreign trade is an important way for China to continuously establish cooperative relations with other countries,realize resource exchange and coordinated development.However,the extensive growth mode in the past has also brought certain environmental problems.To avoid the deterioration of this problem,it is the general trend to achieve high-quality development of trade in the process of internationalization.The trade structure with high-tech products as the mainstay can promote the circulation of high-value-added and high-tech goods,which is conducive to the exchange and exchange of knowledge and technology.This is conducive to China’s technological innovation,which is not only consistent with the innovation-driven development strategy,but also can promote enterprises-based innovation entities to achieve a win-win situation of economic development and environmental protection through green technological innovation,thus contributing to the realization of green development.Therefore,promoting green development with high-quality trade development is a problem worthy of scholars’ in-depth study.However,the existing literature rarely discusses the relationship between the two,and its specific influencing mechanism is not yet clear.Based on this,this paper takes trade structure optimization as a measure of its high-quality development,deeply studies the influence mechanism of trade structure optimization on green technological innovation from the perspective of technological progress,and at the same time,introduces government support elements,and discusses the adjustment effect of government support in this process from two dimensions of low-carbon subsidy and R&D subsidy,which has certain theoretical significance for clarifying the influence path of trade structure optimization on green technological innovation and formulating relevant policies to promote green technological innovation.Based on the panel data of 30 provinces(except Tibet,Taiwan Province,Hongkong and Macau)in China from 2009 to 2019,this paper explores the influence mechanism of trade structure optimization on green technological innovation,the intermediary role of technological progress and the regulating role of government support by combing and summarizing endogenous growth theory,environmental Kuznets curve hypothesis and related theories of green technological innovation,technological progress,trade structure optimization and government support.On the basis of reviewing the previous literature,this paper divides the optimization of trade structure into two dimensions: import and export,and refines the government support into two dimensions: low-carbon subsidy and R&D subsidy,and further refines the research.In the empirical research stage,this paper explores the effect and transmission path of import and export trade structure on green technological innovation through the fixed effect model,and then introduces two adjustment variables,low-carbon subsidy and R&D subsidy,to explore the mechanism of the two variables’ respective roles in the relationship between import and export trade structure optimization and technological progress.Empirical research shows that both the optimization of import trade structure and the optimization of export trade structure can have a significant positive impact on green technology innovation;The optimization of import trade structure and export trade structure both play a role in green technology innovation through technological progress,and technological progress is a complete intermediary in these two influencing paths;Low-carbon subsidies can positively adjust the positive impact of import trade structure optimization on technological progress,while R&D subsidies negatively adjust the positive impact of import trade structure optimization on technological progress;Neither low-carbon subsidy nor R&D subsidy can play a significant regulatory role between the optimization of export trade structure and technological progress.Based on the above empirical research results,the following policy suggestions are put forward: to achieve the coordination between economy and environment through green technology innovation and achieve high-quality economic development,the overall technical level needs to be improved first.In order to prevent the innovation subject from adopting risk avoidance strategies when facing large innovation costs in this process,the government should give certain financial subsidies,ease its financial pressure,share the risks of innovation investment,and enhance its enthusiasm for enhancing technical level;When formulating supportive policies,we should give full consideration to the effectiveness of policies in stimulating innovation subjects.When formulating policies related to environmental protection,we should give priority to low-carbon subsidies,guide innovation subjects to actively participate in the country’s green economy construction,and at the same time reduce the subsidy for R&D,encourage innovation subjects to independently invest in innovation resources,and actively improve innovation ability.When implementing supportive policies,it should be targeted.For the innovation subjects mainly engaged in export trade,they should be encouraged to independently communicate and cooperate with foreign enterprises to improve their technical level.For the innovation subjects mainly engaged in import trade,they should increase the low-carbon subsidies to improve their ability to absorb technology spillovers and realize the efficient use of government resources.
