Beijing-Tianjin-Hebei is a region of China that consumes a lot of coal,and its pollution emissions and coal consumption are closely related.Pollution emissions far exceeding the regional environmental carrying capacity have led to a lack of optimism in the quality of the atmospheric environment.The implementation of the "no-coal zone" policy is an inevitable choice to promote energy revolution and improve air quality.It is proposed in the "BeijingTianjin-Hebei Enhanced Air Pollution Control Measures(2016-2017)" that the no-coal policy mainly covers the cities of Beijing,Tianjin,Shijiazhuang and so on,which need to complete the "non-coalification" construction task as soon as possible.Based on panel data from 13 cities in the Beijing-Tianjin-Hebei region between 2006 and 2020,as well as panel data from 13 cities in the Beijing-Tianjin-Hebei region between 2006 and 2020,a double difference model is created from the perspective of pollution emissions.The impact of the implementation of the "coal ban area" policy is quantitatively analyzed from the perspective of air quality.To test the reliability of the model and the veracity of the empirical findings,together with the propensity score matching technique and a number of robustness tests,to verify both the reliability of the model and the empirical results.In the Beijing-Tianjin-Hebei region,the implementation of the "coal ban area" policy has shown that it can significantly reduce industrial sulfur dioxide emissions and achieve better pollution reduction effects;the air quality index can also be significantly lowered;and outstanding air pollution control results can be achieved.Overall,this study makes an objective and reasonable assessment of the effectiveness of the countrywide air control and emission policy in reducing pollution as a result of the implementation of the "coal ban area",which can not only provide solid guidance for the design and implementation of the Beijing-Tianjin-Hebei future air control and emission policy,but also provide guidance for the national policy.It is useful to use targeted promotions as a guide. |
