Comprehensive Effect Evaluation Of Rural Human Settlement Environment Improvement In Shiping County

The improvement of rural living environment is an important measure for the implementation of rural ecological revitalization,an internal requirement for the comprehensive modernization of agriculture and rural areas,and a concrete starting point for the construction of rural spiritual civilization.In 2021,the General Office of the CPC Central Committee and The General Office of the State Council issued the Five-Year Action Plan for Improving Rural Living Environment(2021-2025),which put forward clear requirements for improving rural living environment.In recent years,Shiping County has carried out the village cleaning and greening and beautifying actions,always taking the improvement of rural living environment as the top priority in the construction of green and livable countryside,taking out the courage to eliminate the problems and the determination to reorganize the disorder,"washing the face" of the environment,"reshuffling" the industry,"baptism" for the quality,and constantly improving the "rural appearance level" and people’s "happiness index".In the process of improving the rural living environment,we have worked hard to build a number of demonstration villages with distinctive features and bright spots suitable for living and working.Gratifying changes have taken place in the rural living environment,gradually transforming from "beautiful environment" to "beautiful connotation",and effectively allowing the people to feel the beautiful rural scenery with the singing of birds and the fragrance of flowers.It has greatly improved the satisfaction and happiness of the common people.This paper selects Shiping County,the national agricultural green development pilot zone,as the research object,uses the theory of multiple governance,the theory of hierarchy of needs,and the theory of "two mountains" as the theoretical basis of this paper,and summarizes the achievements,typical governance models and main empirical practices of the improvement of rural human settlements in Shiping County.While comprehensively promoting and implementing the improvement of rural human settlements,The analytic hierarchy process(AHP)is adopted to timely evaluate the implementation effect of the action to improve rural human settlements,find out the gaps and deficiencies,and dig out the key factors restricting the improvement of rural human settlements and the causes of problems through the analysis of questionnaires and field research,so as to propose countermeasures and suggestions for optimizing and improving rural human settlements.It provides useful reference for Shiping County and some areas to carry out the work of rural human settlement environment governance.In view of the poor awareness of household garbage classification and the gap of garbage facility coverage in the process of rural living environment improvement in Shiping County;The shortage of village planners;The distribution of public facilities is unbalanced and the utilization rate is low.The operation of long-term mechanism is poor;Lack of main responsibility for improving rural living environment;To solve the problem of insufficient fund investment,and analyze the villagers’ weak awareness of environmental protection,the government propaganda is not in place;Insufficient personnel training;The governance difference among administrative villages is obvious;Lack of laws and regulations protection and restraint mechanism;Lack of multi-subject responsibility;The reasons for the prominent shortage of funds are put forward to optimize and improve the rural living environment countermeasures and suggestions,think should strengthen the publicity,enhance the villagers’ environmental awareness;Establish a system of rural planners;Vigorously develop green and ecological industries;Establish and improve the normal management mechanism;Multi-subject participation in governance;The establishment and improvement of multiple input guarantee mechanism will be further optimized.
