| Climate change is a common challenge facing the world.The 20 th National Congress of the Communist Party of China has set higher requirements for addressing climate change and low-carbon development.Actively addressing climate change and accelerating green and lowcarbon development are inherent requirements for achieving sustainable development and promoting ecological civilization construction.As the main battlefield of energy consumption and human activities,the construction of low-carbon cities has become an inevitable trend in future urban development.Guided by the "dual carbon" goal,how to find spatial planning strategies suitable for low-carbon development goals at the urban planning level is of great significance for future urban construction and scientific research on low-carbon cities.This study summarizes the concepts related to low-carbon cities and practical cases of lowcarbon city planning at home and abroad,clarifies the influencing factors of urban spatial lowcarbon,sorts out and summarizes the evaluation objects and methods of the existing low-carbon city evaluation system.Then,based on the inspiration and limitations of existing research,the research ideas of this article are sorted out.Through sorting out the current data,this paper summarizes the current problems in the central urban area of Hancheng,analyzes the factors affecting the low-carbon development of central urban space,and provides reference for the development and construction of low-carbon urban space in the future.Secondly,guided by the existing low-carbon problems in the central urban area of Hancheng City,the evaluation index system of low-carbon space in the central urban area of Hancheng City is constructed.The rating system selects quantifiable indicators that can reflect the characteristics of Hancheng City from four aspects: the rationality of space layout,the green nature of industrial economy,the convenience of road traffic,and the systematic nature of ecological green space.After that,the indicators are weighted with the help of analytic hierarchy process and expert scoring methods.By calculating indicators that are easy to visualize and express,evaluate the spatial low-carbon degree of the central urban area at the block district level,and analyze the reasons for the differences in the degree of spatial low-carbon in the central urban area.Afterwards,global autocorrelation,local autocorrelation,and cold hot spot analysis were conducted on the spatial low-carbon of the central urban area to explore the distribution characteristics of spatial lowcarbon in the central urban area.Sort out the reasons for different degrees of space low-carbon,summarize the existing space low-carbon measures in Hancheng,and pave the way for optimizing the central urban space of Hancheng and learning from relevant low-carbon experience.Based on the evaluation results of low-carbon space in the central urban area,propose a technical framework for the development of low-carbon space in the central urban area.Starting from the urban level,with ecological priority as the goal,optimize the overall layout of the central urban area,adjust the land layout and industrial structure of the central urban area,take TOD concept as the leading factor,organize road traffic in the central urban area,protect the natural foundation of the urban area,and organize a green space system that integrates urban and green areas;Secondly,at the district level,take green and low-carbon as the goal,adjust the functions of each district in a differentiated way,make comprehensive adjustments in the layout from work to residence,green transportation development,and protect and optimize the functions and green space system of the Gucheng District;Finally,at the block plot level,the goal is to achieve low-carbon behavior by building a "5-10-15" minute living circle,organizing a small block road network,utilizing buildings to install energy-saving facilities,and increasing green space.I hope that the proposed planning strategy can provide ideas and references for future urban spatial planning in China,and provide reference for the low-carbon development and transformation of other cities along the Yellow River urban belt in Shaanxi. |
