Research On Optimization Of Supervision Measures For Safe Production In Chemical Parks

Since the reform and opening up,China’s chemical industry has undergone rapid development,with chemical enterprises gradually achieving industrialization and agglomeration,forming numerous chemical parks.However,the safety situation in chemical parks is not optimistic,especially in the past decade when major accidents have occurred in chemical production enterprises within the parks.These accidents once again serve as a warning to the government that there is still a mismatch between the safety production supervision capacity and level of chemical parks in various regions and the rapid development needs of the parks.Therefore,exploring the problems in the safety production supervision work of chemical industrial parks,improving and optimizing the safety production supervision system,strictly implementing the safety production responsibility system,and improving the level of safety production are the key to ensuring the safety production of the park.The research on optimizing safety production supervision measures in chemical industrial parks has certain practical significance for preventing and reducing safety accidents in the same type of chemical industry,ensuring the safety of people’s lives and property,and maintaining lasting harmony and stability in society.The object of this study is D Petrochemical New Materials Industrial Park,as a chemical industry park.Taking the work of safety production supervision at the park level as the research content,using literature research,Case study,comparative research,interview and other research methods,and taking the government supervision theory,accident cause theory,and accident prevention principle as the theoretical perspective,this study analyzes the park government’s efforts to ensure safety production in the park,Implement unified comprehensive supervision practices for chemical industrial parks.Exploring the current regulatory issues from three aspects: civil defense,material defense,and technical defense,including weak stability of park regulatory personnel,repeated investigations and violations of enterprise safety issues,and deficiencies in regulatory supporting operations.The paper points out that the main reasons for the problems in supervision are unreasonable system construction of safety production supervision team,enterprises’ neglect of safety responsibility and pursuit of Profit maximization,and the construction of supervision supporting projects is greatly affected by policies.On the basis of drawing on the experience of safety production supervision in other domestic chemical parks and considering the practical factors of Zone D,four measures have been proposed: firstly,to improve the guarantee of safety supervision personnel;secondly,to promote the implementation of corporate main responsibilities;thirdly,to strengthen the construction of regulatory supporting projects;and fourthly,to actively exert social supervision power.
