As a logistics service enterprise of Bohai oilfield,in order to implement the group company’s requirements of "being small and refined",perform the functions of "managing the mining area,serving the main business and stabilizing the rear",and help the high-quality development of Bohai oilfield,BH company takes improving the service level and creating maximum value for customers as its work direction.Talents are the most important resource to lead development.The improvement of the company’s service level is inseparable from the improvement of the ability and quality of the service management team,especially a team of Grass-roots Service Managers with hard style and high quality.Therefore,building the competency model of Grassroots Service Managers and optimizing the human resource management system has become an important topic in the reform and development of BH company.Before the formal construction of the competency model of BH company’s Grassroots Service Managers,the research methods and paths are determined by consulting relevant materials at home and abroad and drawing on the excellent experience of competency model construction and relevant theories.Next,according to the actual situation of the enterprise and the current situation of the team,the ability and quality elements of grass-roots service managers are obtained through the methods of literature research and behavior event interview.After carrying out the ability and quality questionnaire survey,the factor analysis method is used to analyze the survey data,and the ability and quality model of Grass-roots Service Managers of BH company,which includes 6 dimensions and 28 ability and quality elements,is constructed.In order to explore the application mode of the competency model of Grass-roots Service Managers,this paper takes the G branch of BH company as the pilot,through the evaluation of the current situation of the competency of Grass-roots Service Managers,finds out the weakness of competency,and deeply analyzes the reasons for the gap from the aspects of selection mechanism,evaluation mechanism,training mechanism,incentive and elimination mechanism,Based on the competency model,this paper puts forward specific measures to improve the competency of Grass-roots Service Managers.This study not only explores the specific mode of BH company’s construction and application of post competency model,but also helps to improve the competency level of Grass-roots Service Managers.At the same time,it can also take the competency model as a reference to further improve the human resource management system of BH company,which is of great value to stimulate the entrepreneurial enthusiasm of staff officers and improve the overall service ability of the company.
