The control of air pollution has always been a severe challenge.In order to deal with the frequent occurrence of smog,the relevant state departments have introduced a series of control measures.A scientific and accurate assessment of the effects of air pollution control can lay a solid foundation for future air quality improvement,and it is also the way to promote our country’s air pollution control policies.This paper focus on《2017 Work Plan for Air Pollution Prevention and Control in Beijing-Tianjin-Hebei and Surrounding Areas》and its followed “Tackling Action Plan”.First,the research background and significance are explained.After the green and low-carbon development strategy is put on the national agenda at the beginning of the "14th Five-Year Plan",the evaluation of air governance policies should not be easily ignored.Secondly,it combs the literature related to air pollution control,and accurately grasps the methods used in evaluating air pollution control at home and abroad.The empirical analysis is mainly divided into two aspects: First,through spatial exploratory correlation analysis,the Moran index and the spatial standard deviation ellipse are used to characterize the spatial correlation of the "2+26" cities.Secondly,use the release of this series of air pollution control policies as a quasi-natural experiment,and use difference-in-differences model to evaluate the effect of air pollution control.Through DID models we can conclude that:(1)The release of the“plan” has a significant improvement effect on the air pollution of the “2+26” cities,and has passed the robustness test.The main pollutants PM2.5,PM10 and AQI have been improved most significantly.The improvement of SO2,CO and NO2 was followed,but the O3 increased during the policy treatment period,indicating that O3 pollution has intensified in recent years,which urgently needs extensive attention.(2)From the long-period aspect,the improvement of SO2 and NO2 is higher than that in the short-term,indicating that some air pollutants still have potential for further improvement.(3)The quantile DID in the heterogeneity analysis shows that the more serious the air pollution,the more obvious the governance effect of the policy,to a certain extent,air governance effect has a regular pattern of diminishing marginal effect.(4)Introducing spatial DID analysis and comparing the direct and indirect effects from the spatial perspective,it is concluded that regional joint prevention can be more effective than a single regional air quality improvement policy.(5)In addition,this article also discusses the probably mechanism of the “plan”.Two paths,one is industry’s share of regional GDP and the other is energy consumption and production,which provides a scientific perspective and basis for further regulation of air pollution.
