Research On Collaborative Emergency Of Major Accidents And Disasters

Over the past 40 years of reform and opening up,China’s economic and social development has made remarkable achievements.At the same time,major accidents and disasters also occur from time to time,posing a serious threat to the safety of people’s lives and property.How to deal with accidents and disasters effectively has become an urgent problem to be solved.Due to the limitations of the government,enterprises,media,the public and non-governmental organizations,the independent emergency disposal of accidents and disasters will produce disadvantages in terms of system and mechanism.Whether the mutual coordination and cooperation among various subjects are smooth or not is the key to the success of emergency disposal.Therefore,the author attempts to explore how multiple emergency management subjects in crisis events overcome their own limitations and create a "community of destiny" for collaborative emergency,so as to form a benign collaborative emergency model.This paper focuses on the "pre prevention" stage of the three stages of emergency management "before,during and after".This paper mainly applies the empirical research method,combined with literature research,system method,data comparison and other methods,and takes the collaborative emergency management theory and hazard source theory as the basis to analyze the 10.10 viaduct collapse accident in Wuxi.Firstly,on the basis of expounding the existing relevant literature research,it further explains the connotation of collaborative emergency,accident disaster and public crisis;Secondly,taking the coordinated emergency situation of multiple subjects in the 10.10 viaduct collapse accident in Wuxi as the starting point,combined with the relevant situations of pre prevention,incident and post disposal,this paper focuses on the problems existing in the multi-agent emergency disposal,that is,the limitations of multiple subjects and the blocked cooperation channels,and analyzes that the fundamental reason lies in the lack of coordinated emergency response ability of the government "One case,three systems" Imperfect,weak awareness of corporate responsibility,lack of sense of social morality,poor media communication channels,imperfect emergency information mechanism,lack of safety awareness,lack of supervision and responsibility awareness of the public,lack of effective participation of non-governmental organizations,and it is difficult to play a coordinating role;finally,countermeasures and suggestions to solve these problems are put forward,that is,the government should strengthen coordination and improve "One case,three systems".Enterprises should enhance their sense of responsibility and cultivate a sense of social morality.The media should unblock information communication channels and improve the emergency information mechanism.The public should establish their own sense of supervision and responsibility and master necessary safety skills.Non governmental organizations should actively participate and play a substantive role.
