The report of the 20 th National Congress of the Communist Party of China pointed out that high-quality development has become the primary task of economic construction in the development period of the new era,emphasizing that we should adhere to the concept of green development,pay attention to the two aspects of economic development "quality and efficiency" and take into account the double benefits of economy and environment,which is to improve green total factor productivity(GTFP).At the same time,the report pointed out that it is necessary to further promote the strategy of transportation power and network power,improve the quality of transportation and information infrastructure,and provide a material basis for improving China’s GTFP.On the one hand,network infrastructure,represented by transportation and information infrastructure,reduces the distance of transportation and information transmission between regions,reduces the cost of transportation and information,promotes interconnection and co-construction and sharing among regions,strengthens economic and trade exchanges and knowledge and technology exchanges,and drives regional economic development.On the other hand,when transportation and information infrastructure bring convenience to regional development,the industrial agglomeration phenomenon caused by it may promote the intensive development of regional resources,improve the efficiency of resource utilization,reduce the intensity of energy consumption and improve environmental efficiency.Therefore,this study explores the impact of traffic and information network infrastructure on GTFP under the constraints of resources and environment.This study adopts the structure of theoretical analysis and empirical test to carry out research.Firstly,based on relevant theories,the mechanism of traffic and information infrastructure affecting GTFP is analyzed and relevant hypotheses are put forward.Secondly,the development status of China’s transportation and information infrastructure and GTFP is analyzed,and the spatio-temporal development trends and differences are understood to make preparation for the study of this paper.Finally,based on the panel data of 30 provinces in China from 2011 to 2020(except Tibet,Hong Kong,Macao and Taiwan),we use a variety of econometric models to analyze the impact of traffic and information network infrastructure on GTFP.The main conclusions are as follows:First,both transportation and information network infrastructure can directly contribute to GTFP growth,and the direct impact of transportation infrastructure is higher.From the perspective of regional heterogeneity,The promoting effect of transportation and information infrastructure on GTFP is more significant in eastern and central regions,but not in western regions,and the positive promoting effect is stronger in eastern regions.Second,transportation and information network infrastructure can indirectly affect GTFP through two intermediary paths of promoting technological progress and reducing market segmentation.The mediating effects of technological progress on transportation and information infrastructure on GTFP were 0.076 and 0.142,accounting for 10.1% and42.2% of the total effect,respectively.Compared with transportation infrastructure,technological progress plays a higher mediating effect in the process of information infrastructure affecting GTFP.The mediating effect of market segmentation degree on the influence of traffic and information infrastructure on GTFP is 0.066 and 0.030,accounting for 11.1% and 8.9% of the total effect,respectively.Compared with information infrastructure,the degree of market segmentation has a higher mediating effect on the influence of transportation infrastructure on GTFP.The mediating effects of technological progress and market segmentation are heterogeneous among different regions.Third,there is a spatial spillover effect of traffic and information network infrastructure on GTFP,and the two types of network infrastructure have significant positive spillover effect on GTFP.The information infrastructure has a strong spillover effect on the GTFP of the surrounding area,and the traffic infrastructure has a strong growth effect on the GTFP of the local area.The spatial spillover effect of transportation and information infrastructure to GTFP has a attenuation boundary with provincial administrative boundary as the barrier.The regional heterogeneity analysis showed that the transportation and information infrastructure in the eastern and central regions could improve the GTFP of the surrounding regions,while the spatial spillover effect of the transportation and information infrastructure in the western region was not significant.
