While promoting high regional economic growth of industrialization and urbanization,the consequent ecological environmental risks have been highlighted,In the process of high-quality development,the Yellow River Basin urgently needs to break free from the three high conditions of "high cost,heavy pollution,and energyextensive consumption " and in the process of time turn to the green development mode required by the new era.However,in our country,a long time the environmental pollution control mode divided by administrative unit can restrain the interaction of environmental governance between regions to a certain extent.When considering the environmental governance of the Yellow River Basin,we should not rely on the traditional governance model,but only discuss from the perspective of "near neighbors",and consider the spatial spillover effect of environmental governance between urban agglomerations.Therefore,exploring the interaction between the environmental governance efficiency of different regional urban agglomerations in the Yellow River Basin has a very important practical guiding role in improving the environmental governance efficiency of urban agglomerations in various river basins and promoting coordinated environmental governance of different regions.Based on the above research basis,first of all,based on the establishment of indicators,this paper measures the environmental governance efficiency of 43 cities in the Yellow River Basin and analyzes the results.Secondly,exploratory spatial data analysis was used to explore the spatial correlation characteristics of different regional cities,and the spatial agglomeration and correlation characteristics of environmental governance efficiency in the Yellow River Basin were identified and tested with the help of Moreland scatter plot.Finally,a global vector regression(GVAR)model was constructed to explore the spatial spillover effects of environmental governance efficiency of different regional urban agglomerations,and the intensity and direction of spatial spillover effects of environmental governance efficiency within and between different urban agglomerations in the Yellow River Basin were analyzed with the help of generalized impulse response maps,and the improvement strategies of environmental governance were proposed.The main conclusions are as follows:(1)The measure of environmental governing efficiency in the Yellow River Basin indicate that there are significant regional differences,and the environmental governing efficiency is the lower reaches > Upstream > Middle of the stream.From to variation trend,the overall environmental governance efficiency of the Yellow River Basin presents a wavy change trend.From the perspective of dynamic distribution,the position of the main peak in the Yellow River basin presents an evolutionary feature of "left-shifting--right-shifting--left-shifting".The spatial differentiation of the basin is obvious,and the cities in the high efficiency value area and high efficiency value area are mainly distributed in the downstream area and part of the upstream area.The overall spatial pattern is relatively unstable,showing the spatial characteristics of diffusion from high efficiency value area to low efficiency value area.(2)The results of spatial correlation study show that The overall environmental governance efficiency in the Yellow River Basin is not randomly distributed in space,but has positive spatial correlation.The local spatial correlation shows that the environmental governance efficiency of upstream urban agglomerations gradually changes from positive correlation to negative correlation,showing an uneven phenomenon and a discrete distribution.The negative correlation of urban agglomeration in the middle reaches is gradually strengthened,the synergistic effect between cities is poor,and the spatial disequilibrium is obvious.The spatial correlation of downstream urban agglomerations gradually turned from negative to positive,and the high-level agglomeration state was strengthened in the later period,and the mutual promoting effect between cities was enhanced.(3)The mutual spillover effects within the regional urban agglomerations in the Yellow River Basin show that the spillover effects of environmental governance between Lanzhou and the surrounding cities of Baiyin in the upstream urban agglomerations,and between Yinchuan and the surrounding cities of Zhongwei in the upstream urban agglomerations are mutually promoting,but the overall pattern of collaborative governance has not yet formed in the urban agglomerations;In the middle reaches of the urban agglomeration,the spillover effect between Xi ’an and Taiyuan and the surrounding cities is relatively significant in the short term,but weak in the long term,and the liquidity of environmental governance spillover elements is poor;In the downstream urban agglomeration,Jinan has a positive spillover effect with the surrounding cities such as Qingdao,Zibo and Jining,and Zhengzhou has a positive spillover effect with the surrounding cities Kaifeng,Jiaozuo and Sanmenxia.Neighboring cities have the greatest effect on the positive spillover effect of local environmental governance efficiency.(4)The mutual spillover effects between urban agglomerations in the Yellow River Basin show that the improvement of environmental governance efficiency of upstream urban agglomerations mainly has short-term negative spillover effects on the middle reaches of urban agglomerations,while the positive spillover effects on downstream urban agglomerations are greater than that on the middle reaches;The improvement of environmental governance efficiency in the middle reaches brings positive spillover effects to both the upper and lower reaches of the urban agglomerations to varying degrees,but the positive impact on the lower reaches of the urban agglomerations is stronger,and the middle reaches of the urban agglomerations play a key role in environmental governance of the whole basin.The improvement of environmental governance efficiency of downstream urban agglomerations has a more obvious negative spillover effect on upstream and midstream urban agglomerations.Based on the above research conclusions,combined with the urban characteristics of different regions,the improvement strategies of environmental governance in the Yellow River Basin were put forward. |
