| The reserve and supply of state-owned construction land is an effective means for the government to rationally allocate construction land resources.As the direct supplier of state-owned construction land,the government can make reasonable reserve and supply plans to revitalize the stock land,optimize the allocation efficiency of land,and realize the sustainable development of urban land resources.This study present situation of construction land reserve and supply in Liuyang City is analyzed,To build index system for performance evaluation of state-owned construction land reserves and supply,through the entropy TOPSIS evaluation liuyang land reserve and supply performance in 2016-2020,and by using multiple linear regression model to measure the influencing factors of state-owned construction land reserves and supply,finally improve the level of liuyang construction land reserve and supply plan.The main conclusions of this study are as follows:(1)The natural conditions of Liuyang city are favorable,and a series of policies and measures for intensive land use have been implemented.The scale of land reserve decreased from 2019 to 2020,and the pre-development sequence of construction land reserve was concentrated in the third quarter.The scale of land supply from 2016 to2020 showed a fluctuating upward trend,and the supply sequence was concentrated in the third and fourth quarters.The supply modes of allocation and transfer differed greatly from year to year,but the overall proportion was similar in the past five years.(2)The performance levels of construction land reserve and supply in Liuyang city fluctuated greatly during 2016-2020,and declined continuously during2016-2018.In 2018,the comprehensive performance closeness degree was only 0.172,indicating a low performance level.In 2019,the performance closeness degree of state-owned construction land reserve and supply was greatly improved,reaching0.736,showing excellent performance.In 2020,it dropped to 0.445,showing a moderate performance.The trend of individual performance was ecological benefit >social benefit > structural benefit > economic benefit.(3)From liuyang state-owned construction land reserves and supply performance influence factor,structure the highest degree,a five-year average resistance index was47.77%,the lowest ecological barrier degree,five-year average resistance index was1.45%,Social barriers ranked second in 2016 and 2019,with an average resistance index of 27.10%.Economic barriers ranked second in 2017,2018 and 2020,with an average resistance index of 23.68% over five years.It shows that the main factors hindering the performance level of state-owned construction land reserve and supply in Liuyang city are land structure benefit,land social benefit and land economic benefit.(4)This paper puts forward some suggestions on controlling the scale of reserve land supply,adjusting the types of reserve land supply and improving the marketization level of land in view of the key problems in the reserve and supply of construction land in Liuyang City. |
