Research On Regional Collaborative Control Of Air Pollution

In the process of promoting economic development,if an extensive economic development model is chosen,it will generally have a certain impact on the environment and cause environmental pollution.At present,in the field of environmental pollution in my country,the problem of air pollution is becoming more and more serious.PM2.5 and smog have become hot words,and the public’s complaints about air pollution are also increasing.In response to this situation,it is necessary for government departments to take effective measures to control air pollution,which puts forward higher requirements for the government’s ability to control environmental pollution.At present,there are still many problems in air pollution control in my country.Government departments need to deeply reflect on the deficiencies in air pollution control,formulate more effective air pollution control strategies,and fundamentally solve the air pollution problem.This paper selects the topic of Chang-Zhu-Tan coordinated air pollution control for research,and makes full use of a variety of research methods,such as literature method and double-difference research to carry out practical research work.Research on air pollution control countermeasures.The focus of this research includes the following:First,the Chang-Zhu-Tan urban agglomeration is a pilot area for comprehensive urban reform in six provinces in central my country,and its development in all aspects plays an important guiding role.However,it faces severe air pollution problems in the autumn and winter seasons.The traditional air pollution control methods that are independent of each other have limited effect.It requires the cooperation of cities in the region to participate in the coordinated air pollution control work.Second,the atmosphere is a public resource,and air pollution control has the characteristics of cross-regional and negative externalities.Therefore,the government is required to perform its responsibilities more effectively in air pollution control.The collaborative governance theory,sustainable development theory and public policy evaluation theory are introduced into the research to lay a theoretical foundation for empirical analysis.Third,according to the research findings,the pollution status of the Chang-Zhu-Tan urban agglomeration is: serious air pollution,complex air pollution components,slow diffusion speed of air pollution,and significant seasonal differences.The main reasons for the air pollution in the Chang-Zhu-Tan urban agglomeration are: people’s activities intensified,increasing the pollutant content;the proportion of new energy is low.The air pollution prevention and control system adopted by the Chang-Zhu-Tan urban agglomeration is divided into the national level and the regional level;the current situation of collaborative governance is as follows: attach importance to the leading role of the collaborative concept,build a collaborative governance system,and carry out regional joint actions.Fourth,the double difference method analysis of changzhutan urban agglomeration collaborative governance policy and system effect,choose October 2015 to February 2018 for the research period,the experimental group for changzhutan air pollution prevention period work plan policy implementation period,for October to February,control group for the time did not implement care plan of Changde,Yueyang and Loudi three cities.In addition,the January to September 2015 data were selected as the parallel trend hypothesis.The research results show that the implementation of the special care period policy prevents the deepening of air pollution in the Changsha-Zhuzhou-Xiangtan urban agglomeration to some extent,but the pollution control effect of the policy is not very good.Fifth,the research found that the problems of coordinated air pollution control in the Chang-Zhu-Tan urban agglomeration mainly include: insufficient multi-participation in collaborative governance,the collaborative governance system needs to be improved,the coordination of multiple subjects is poor,and the external monitoring mechanism for coordination is imperfect.The main reasons for the existence of these problems are: the weak awareness of coordination among different subjects,the constraints of the territorial management system,the unbalanced development between regions,and the unbalanced interests in governance.Aiming at the problems and reasons,this paper proposes improvement countermeasures,and believes that it should: strengthen the multi-participation,improve the multi-subject coordination system,strengthen the multi-subject coordination,and strengthen the collaborative governance supervision mechanism.It aims to help improve the effect of coordinated air pollution control in the Chang-Zhu-Tan urban agglomeration through the implementation of comprehensive measures.
