| As an important part of China’s use regulation system,ecological space regulation(ESR)is one of the key contents of building a territorial space planning system and improving the space governance system.It is of great significance for the natural resources department to implement the "two unifications" responsibilities and promote the construction of regional ecological civilization.However,the current economic development of China still relies on land and space resources,and the economic growth of some regions has not been completely decoupled from the input of land resources.Under the pressure of the dynamic balance of the total amount of arable land,the implementation of strict ESR may produce regional economic growth.negative effects.Therefore,it is necessary to analyze and verify the relationship between ESR and economic growth,characterize the differences in ESR policies between regions and their impact on economic growth,in order to provide references for subsequent policy adjustments,improvements and innovations,and promote regional economy continuous and coordinated development.Based on combing the ecological space management department system and local response in my country,theoretical analysis of the relationship between ESR and economic growth,this study uses policy document quantification methods to analyze the development of ESR policies of 31 provinces(municipalities and autonomous regions)in inland China,establish a policy intensity analysis framework to measure the intensity of provincial ESR and analyze its temporal and spatial differences.Introduce the regulation elements into the Cobb-Douglas production function,as the core explanatory variable,establish a multiple regression model to test the economic impact of ESR policies,and divide the country into three major areas: east,middle,and west,and analyze the affected regional heterogeneity.The results show that:(1)Within the research interval,the intensity of ESR in various provinces(municipalities and autonomous regions)has increased significantly,and the differences between regions have gradually expanded,showing a spatial pattern of concentrated distribution of regulation intensity "high-high,low-low".High-intensity provinces are mainly distributed in the eastern,southern,and southwestern regions,the low-intensity provinces are mainly distributed in the inland regions of northern and northwestern China.(2)In the benchmark regression model,the regression coefficient between ESR and economic growth is negative,and it passes the significance test at the 5%level;in the heterogeneity test model,the regression coefficients between ESR and economic growth are all negative,but the central region has not passed the significance test,and the absolute value of the regression coefficient in the western region is much larger than that in the eastern region.(3)The number of policies is used to replace the comprehensive evaluation scores of policies to characterize the intensity of ESR,and to replace the proxy variables that indicate economic development.The regression coefficient between it and economic growth is still significantly negative at the 5% level,the model is robust test.Through the above analysis of the results,the following main conclusions are drawn:First,although China has established a unified national land and space use regulation system,the specific implementation of the ESR policy is still mainly based on element type regulatory documents and local regulatory documents.Secondly,under the pressure of the central government,provincial-level local governments have paid more and more attention to ESR and gradually increased the intensity of regulation.The difference in the intensity of ESR between provinces is obvious,and the gap is gradually expanding.Finally,ESR has had an adverse effect on local economic development,and this effect is statistically reliable,specifically as follows: ESR at the national level has a significant hindrance to economic growth;the eastern and western regions at the regional level the impact of ESR in the western region is significantly negative,and the western region is more severely affected.Although the impact of ESR on the economic development of the central region is not significant,it still needs to be paid enough attention.In the future,in the formulation of ESR policies,local governments should focus on the unified protection of natural ecological spaces and the legal basis for policy implementation,refine ESR measures,accurately protect ecological spaces,and reduce their negative impact on economic development. |
