Study On Countermeasures Of Mine Geological Environment Restoration And Control In Southern Anhui Province

Southern Anhui is the southern part of Anhui,which is one of the regions rich in mineral resources in Anhui Province.Economic and social development cannot be separated from the development and utilization of mineral resources.With the rapid economic and social development,the demand for mineral products is increasing.Since the1980 s,the large-scale development and utilization of mineral resources and the rapid development of the mining economy for the purpose of mineral product development and utilization have made significant contributions to the national economic and social development of southern Anhui and even Anhui Province.In the long-term mining process of mineral resources,a large number of mine geological and environmental problems have been caused.The mine geological environment has been severely damaged,and various degrees of ground subsidence and associated ground fissures have appeared,resulting in the inability to cultivate the land and the destruction of ground structures.It even caused a certain number of casualties and huge economic losses;open-pit mining in concentrated mining areas caused serious damage to the mountains,severely damaged the local topography and landscape,and polluted local water resources.These are all mine geological environmental problems in southern Anhui,which seriously threaten the local people’s economic and personal safety.At the same time,the concept that the development of mining enterprises still takes the economy as the main goal has caused the development method,intensity,scale and layout of mineral resources to have a profound impact on the ecological environment.The lagging management methods and models of government departments have increasingly aggravated the mining geological environment problems..This paper studies the mine-Baohong Mining in South Anhui Province,Anhui Province as an example,and analyzes the current research status at home and abroad through literature review;introduces the objectives and tasks of mine geological environment restoration and governance,environmental restoration governance principles,environmental restoration governance concepts and other theories,mining project environment Impact assessment system,security deposit and financial guarantee system,mining ecological restoration and land reclamation system,environmental permit system,environmental supervision and inspection system and other foreign mining geological environment restoration governance models;introduce the basic environmental conditions of mining areas in southern Anhui,Mine surface destruction,reduction of plant resources,water environmental pollution in the jurisdiction,mining ecosystems and natural landscape conditions,etc.,the environment and restoration of mining areas in southern Anhui adopt strict planning and control,optimize the layout of mining areas,strengthen policy control,promote transformation and upgrade,and develop green Create and improve the ecological environment,implement fine management,standardize mining behavior,etc.;analyze the main geological environmental problems in the recovery and governance of the mine geological environment,unclear powers and responsibilities for governance,insufficient publicity,lack of special legal protection,and lack of funds for recovery of mine geological governance,The lack of professional technology and other issues,in response to the problems in the geological environment governance of Baohong Mining,the optimized countermeasures for the recovery and management of the geological environment of southern Anhui mines are proposed,including the principles of the recovery and governance of the geological environment of the mines,the establishment of mine environmental governance institutions,and strengthening of environmental governance publicity and education.Mine development and governance laws and policies,diversification of investment entities and channels,and optimization of mine environmental governance plans.
