Evaluation System Of Urban Water Environment Governance Effectiveness And Its Case Application

As an extremely important and limited natural resource,water is the foundation and lifeblood of urban socio-economic development.Maintaining a healthy urban water environment helps to enhance the function and competitiveness of cities and improve the living environment.At the same time,improving the urban water environment is also one of the main factors to enhance the image of the city.With the rapid socio-economic development of cities,population increase and industrial concentration,the demand for urban water has risen dramatically and people’s demand for water environment quality has also increased.However,the current situation of China’s urban water environment is not optimistic,and various urban water environment problems are becoming more and more significant with the development of social economy,which brings serious threats to the living environment of residents.Therefore,it is necessary to pay great attention to the management of urban water environment.In order to pinpoint urban water environment problems,scientifically develop urban water environment treatment plan and effectively test the effect of urban water environment treatment.The assessment results can be used as a guide to support the discovery of urban water environment management problems and urban water environment management direction.However,due to the strong systemic nature of urban water environment management project,the content of the complex,the many factors affecting the quality of the water environment,and the current domestic and international work on the development of urban water environment management effectiveness assessment is relatively shallow,has not yet unified ideas,methods and processes.In order to solve these problems,this thesis starts the research on the assessment of the effectiveness of urban water environment management.This article reviews literature related to evaluation both domestically and internationally.By analyzing the current situation of water environment problems and governance in Jiujiang City,as well as the layout of water environment governance projects,an evaluation index system for the effectiveness of urban water environment governance is constructed,including urban rainwater and sewage pipe network engineering,sewage treatment plant engineering,sludge treatment and disposal engineering,contribution to surface water environment improvement,and socio-economic and cultural contributions,with a total of 21 indicators in five criteria layers.And consulting guidelines,standards,etc.,combined with the actual situation of the water environment in Jiujiang City to determine the evaluation criteria for each indicator,a fuzzy comprehensive evaluation model for the effectiveness of urban water environment governance based on the network analytic hierarchy process was constructed.Taking Jiujiang City,Jiangxi Province as an example,the effectiveness evaluation model is used to evaluate its governance effectiveness.The evaluation results show that the effectiveness evaluation level of the governance project is between qualified and good,and is more inclined towards a good level.The urban rainwater and sewage pipeline network engineering,socio-economic and cultural performance are between poor and qualified,with a more inclined towards qualified levels;The effectiveness of sewage treatment plant engineering ranges from qualified to good,with a preference towards good grades;The effectiveness of sludge treatment and disposal engineering ranges from good to excellent,with a preference towards good grades;The effectiveness of improving the surface water environment ranges from good to excellent,with a preference towards an excellent level.The results indicate that after the implementation of the Jiujiang City Water Environment Treatment Project,the water environment in Jiujiang City has been treated,and the treatment project has achieved certain results.In addition,based on the results,propose rectification suggestions and measures for those who fail to meet the qualified indicators,and optimize the layout of corresponding projects.
