The crude economic growth mode has caused increasingly severe environmental pollution and resource waste,which has become a shackle limiting China’s sustainable development.Fiscal decentralization,as a crucial institutional arrangement,has organically combined politics and economics to regulate the structure of intergovernmental interests over the more than 40 years since the reform and opening up.This has profoundly and significantly impacted the quality of national and regional macro-green development.With the advent of a new development stage,the rationalization of inter-governmental relations,the improvement of inter-governmental incentive competition mechanism and the regulation of governmental behaviour all require a profound grasp and understanding of the fiscal domain and green development issues from the height of the development of the Party and national undertakings,which has been a crucial research topic.We sincerely portray and analyze the characteristics of high-quality green development and measure and study the distribution characteristics and ranking of fiscal decentralization and inter-governmental competition based on this,the institutional background of fiscal decentralization in China,the theory of new structural economics,and the basis of existing research.We attempt to integrate fiscal decentralization,inter-governmental competition and high-quality green development into a unified theoretical analysis framework,elaborate their relationship and logic of action from the perspective of new structural economics,construct an indicator system using the DPSIR model and entropy method,and use the spatial Durbin model and threshold model for empirical testing.The main conclusions are: First,the overall level of regional fiscal decentralization in China does not fluctuate much,and there is also a strong correlation between the level of devolution and socio-economic development,with regional differences showing a convergence trend in time;the story of inter-prefectural competition as a whole offers a declining trend,with significant differences in the rate of decline across regions,showing the characteristics of eastern regions < national average < central regions < western regions.Secondly,the level of high-quality green development in China from 2001 to 2020 shows an overall rise,with significant disparities among provinces.The relatively high level of high-quality green products is mainly concentrated in the eastern cities.Third,the increase of fiscal decentralization and the intensification of inter-prefectural competition will inhibit the high-quality green development of the region,and there is a negative spatial spillover effect of inter-prefectural competition;the more the development strategy follows the comparative advantage,the more favourable the high-quality green development;if the development strategy follows the comparative advantage under the fiscal decentralization system,the negative effect of decentralization on high-quality green development will be reduced,and this effect has spatial Spillover.Fourth,fiscal decentralization has a double-threshold effect on high-quality green development when inter-governmental competition is the threshold variable.With the increasing degree of inter-governmental competition,the hindering effect of fiscal decentralization on high-quality green development first decreases and then increases.Finally,pertinent policy suggestions are put forth based on the research findings:First,continue to promote the transformation of government functions and improve the efficiency of resource allocation.Second,improve the government performance evaluation system and enhance the role of residents’ fortune in the evaluation system.Third,strengthen regional officials’ exchange and interaction mechanism to promote the regional dissemination of green development experience.Fourth,improve the accountability mechanism and enhance the natural environment management mechanism.Fifth,to raise the expenditure on environmental protection and improve China’s pollution prevention and control system.It aims to be beneficial to encourage the overall green transformation and the modernization of the financial governance structure and governance capabilities.
