In recent years,China has been impacted by the Sino US trade war and the COVID-19.Leveraging the advantages of domestic large-scale markets has become an inevitable choice for sustainable development.Interregional industrial transfer has also become an important starting point for the development of domestic systemic circulation.Interregional industrial transfer promotes the economic and social development of the receiving area.But the accompanying resource consumption and pollution emissions cannot be ignored,which will profoundly change its ecological environment pattern.Exploring the ecological effects of interregional industrial transfer on the transfer and reception areas,and reasonably guiding inter regional industrial transfer and green coordinated development,has strong practical significance.Firstly,this paper is based on panel data of 30 provinces in China from 2006 to2020.By constructing a spatial econometric model,we examine the ecological resilience effect of interregional industrial transfer at the provincial level.Using the mesomeric effect Model to Explore Its Mechanism.Further detailed research,based on panel data of 164 prefecture level cities in central and western China from 2006 to 2020.Adopting a time-varying differences-in-differences model,this study focuses on examining the ecological resilience effect of national demonstration zones for undertaking industrial transfer,and conducts urban heterogeneity analysis on them.The research results show that:(1)There is a certain spatial agglomeration feature between the net transfer of industries from provinces and cities and the net transfer of industries from provinces and cities to provinces and cities.The eastern coastal areas are the main destinations for industrial transfer,while the central and western regions are the main destinations for industrial transfer.(2)The ecological resilience of the eastern coastal areas is relatively high compared to other regions.The overall level of urban ecological resilience in China is showing a significant growth trend,and the overall gap in urban ecological resilience is constantly narrowing.There is a phenomenon of spatial agglomeration in cities with the same level of ecological resilience.(3)At the provincial level,there is a significant negative effect of interregional industrial transfer on regional ecological resilience,and its spatial spillover effect is also significantly negative.From the perspective of mechanism,the mesomeric effect of industrial structure upgrading is significant,while the mesomeric effect of technological innovation level is not obvious.(4)At the municipal level,there is a significant negative effect between the policies of national demonstration zones for undertaking industrial transfer and urban ecological resilience.But after the implementation of the policy,the impact coefficient shows a significant downward trend.This indicates that the impact of demonstration zone policies on urban ecological resilience is gradually weakening.(5)The policy of national level industrial transfer demonstration zones has significant heterogeneity in its impact on urban ecological resilience.Specifically,it does not have a significant impact on cities with higher levels,but has a significant negative effect on cities with lower levels.And the intensity of the inhibitory effect is greater than the overall level.Based on these conclusions,this paper puts forward some policy suggestions to promote high-quality coordinated development and unblock the domestic systemic circulation:(1)establish and improve the industry access mechanism to undertake the landing of industries according to local conditions;(2)Comprehensively utilizing various policy tools and improving a diversified environmental regulatory system;(3)Guide enterprises to innovate green technologies and promote the green transformation and upgrading of industries;(4)Improve the hard and soft environment,and promote the ecological resilience construction of industrial undertaking areas;(5)The effective and sufficient connection between inter regional industrial transfer and the coordinated development strategy of regional economy. |
