At present, the degree of reform and opening up in China is gradually deepening, and the level of opening up is also constantly strengthening, especially in recent years, with the continuous promotion of the development strategy of "bring in,go out",the speed of economic development in China has made remarkable achievements, becoming the second largest economy in the world. At the end of 2020,China’s actual use of IFDI flow is 173.4833 billion dollars.OFDI traffic reached $153.71 billion in2020.But because our country pursues the development speed too fast and ignores the ecological environment, this rough development model is gradually no longer applicable to today’s development situation, and the transformation of economic development model is urgent.Based on this, this paper reviews the relevant research results of IFDI,OFDI and their respective impacts on green overall productivity, and then analyzes the theoretical mechanism of the impact of IFDI,OFDI and two-way FDI synergistic development on green overall productivity. This paper summarizes the development status of IFDI and OFDI in recent years from the perspectives of the overall development history, regional distribution, industry distribution and source distribution.According to other scholars,PVAR model is used to test the degree of collaborative development of two-way FDI,and coupling model is used to measure it.The non-radial and non-angular SBM-ML index was used to measure the green total factor productivity from 2005 to 2019 by adding energy input factors and undesired output. In terms of empirical test, static and dynamic models, spatial econometric models, independent innovation and simulated innovation are used as mediating variables to explore the mediating effect, and finally, regional heterogeneity is explored from the east, middle and western regions. It is found that green total factor productivity is not only affected by the coordinated development of IFDI,OFDI and two-way FDI,but also influenced by its own inertia.Green total factor productivity in various regions of China has agglomeration effect in spatial distribution, and two-way FDI has a significant promoting effect on green total factor productivity, and has a spatial effect, which has a certain influence on neighboring regions.Due to regional heterogeneity, the spatial correlation of IFDI in China is not significant. On the contrary,OFDI has a greater spatial effect on the neighborhood than on the local area. From the perspective of intermediary effect, imitation innovation has no significant effect on the coordinated development of two-way FDI on green total factor productivity, while the intermediary effect of innovation input and innovation output of independent innovation is more significant.Based on this, this paper holds that: first,we should further strengthen the opening to the outside world, promote the quality development of two-way FDI,and expand the spillover effect of technology;Second, improve the absorptive capacity of enterprises for knowledge spillover, and promote the coordinated development of twoway FDI to play a bigger role;Third, implement differentiation strategy according to regional characteristics to promote coordinated regional development.
