Study On The Action Path And Effect Of Environmental Regulation On Carbon Emission In Anhui Province

Global warming is a problem that all countries in the world should face.Increasingly severe environmental problems have become the main factor restricting economic development.How to reduce carbon dioxide emissions while developing economy has become the focus of the whole society.In recent years,Anhui Province has strengthened its ties with the Yangtze River Delta region,taking on many heavy industry enterprises in the region,and its industry has developed rapidly.At the same time,carbon dioxide emissions have also increased sharply,only relying on the market mechanism is difficult to achieve carbon reduction smoothly.Therefore,it is of great theoretical and practical significance to study the action path and effect of environmental regulation on carbon emission in Anhui Province.In this paper,16 cities in Anhui Province are taken as the research object.Firstly,the impact mechanism of environmental regulation on carbon emissions in Anhui Province is taken as the starting point to sort out the relevant theoretical basis and concepts of environmental regulation and carbon emissions.Then Arc GIS software was used to analyze the spatial and temporal evolution trend of environmental regulation intensity and carbon emission in various cities in Anhui Province.Finally,the mediating effect model was used to test the effect path of environmental regulation on carbon emissions in Anhui province,and quantile regression method and panel regression model were used to further study the direct and indirect effects.The results showed that:(1)From 2005 to 2020,carbon dioxide emissions in Anhui Province increased year by year,and showed a spatial distribution pattern of "middle Anhui > North Anhui > South Anhui" carbon emissions,but the growth rate of carbon emissions showed a trend of fluctuation decline;(2)Environmental regulations have direct and indirect effects on carbon emissions.The direct effect indicates that environmental regulations can effectively inhibit carbon emissions,and every 1% increase in the level of environmental regulations will reduce carbon dioxide emissions by 0.3695% to 0.4990%,that is,the stricter environmental regulations,the lower carbon dioxide emissions.The indirect effect shows that there is a significant positive correlation between environmental regulation and industrial structure adjustment.Every 1% increase in environmental regulation level,the industrial structure index will increase by 1.6326%,and the industrial scale is negatively correlated with industrial structure adjustment.The larger the industrial scale,the more difficult the industrial structure adjustment will be.(3)The per capita carbon emission in Anhui Province has the phenomenon of low value aggregation.The higher the carbon emission,the faster the growth rate of per capita carbon emission.Based on the above research results,countermeasures and suggestions are put forward:(1)strengthen macro-policy control and regulate environmental regulation standards.Adjust environmental regulations according to local conditions,introduce new clean energy and technology to reduce the dependence of resource-based cities on coal resources;(2)Rationally optimize the industrial structure and transform the economic growth model.Formulate reasonable environmental regulation intensity,gradually optimize and upgrade the industrial structure,and solve the problem of excessive carbon emissions from the source.;(3)Appropriately introducing foreign investment and promoting low-carbon technology innovation.Rationally formulate investment attraction plans and actively encourage local enterprises to absorb and learn from low-carbon technologies;(4)Deepening the public concept of environmental protection and enriching the channels for public participation.We will give full play to the role of the public in environmental protection and broaden the channels for public participation.Figure [14] Table [14] Reference [83]...
