Research On Safety Supervision Of Fireworks Industry From The Perspective Of Collaborative Governance

The issue of "security" has always been an important issue in the course of human survival and development for thousands of years,and it is also a major issue that the whole human society will continue to pay close attention to for a long time to come.The origin of fireworks and firecrackers is in China.The production and demand of fireworks and firecrackers industry in China are very huge.The safety supervision of fireworks and firecrackers industry is particularly important.The research on government safety supervision is also a permanent proposition of administration.In recent years,the frequent occurrence of safety accidents in fireworks and firecrackers industry has sounded the alarm for us.This paper takes the fireworks industry safety supervision collaborative governance system as the research object,taking Liuyang City of Hunan Province as an example,to obtain relevant data,investigate the overall situation of safety supervision of fireworks industry in Liuyang City,Hunan Province,analyze the dilemma of safety supervision of domestic fireworks industry from the perspective of collaborative governance,and put forward relevant path optimization suggestions.According to the research findings,the dilemma of safety supervision in China's fireworks industry is mainly caused by the lag of legalization and conflict of interest;The dual imbalance of organization and resources;It is caused by the lack of external collaborative forces.In view of the related difficulties,this paper puts forward a path optimization choice from the perspective of collaborative governance,which is to build a collaborative governance mechanism for the safety supervision of fireworks and firecrackers industry;The generation and management of order parameters: the stage of collaborative process participation;Positive iteration of synergy effect: three levels of collaborative result feedback stage.The operation mechanism of this collaborative governance system of safety supervision is as follows: each safety supervision subject determines the collaborative goal according to the value evaluation and current situation analysis.When each subject finds the potential safety hazard that does not meet the goal,it starts the risk analysis.According to the analysis results,it properly integrates the collaborative elements,and then produces the order parameters,including the leading department,collaborative system,resource allocation,resource management,etc After the governance,the final effect is compared with the expected goal again.If the synergy effect is achieved,it is defined as successful governance,waiting for the next collaborative goal update.If the synergy effect is not achieved,a new round of factor integration and adjustment will continue,and the governance plan will be adjusted iteratively.
