Food safety is very important,it is not only related to the people’s health and safety,but also the cornerstone of social stability and economic development,so we must pay great attention to it.Food from breeding,production and processing links to the circulation link,just like a beam of light scattered out,through all levels of wholesalers,distributors,retailers and other millions of market players will produce food sales to consumers,in this circulation link,logistics,food storage,purchase inspection and other links may produce food safety risks.With the continuous growth of market players,especially the continuous development of the Internet and e-commerce,uneven market players have increased the difficulty of food safety supervision in circulation.In addition,the huge population base,vast territory,food circulation is particularly tedious,especially in remote areas,distribution of circulation units,operators generally older,less highly educated,all these increase the difficulty of food safety supervision at the primary level.Therefore,how to improve the level of food safety supervision in circulation links and ensure food safety in circulation links is now the top priority of supervision work.This paper takes A city of Xinjiang Uygur Autonomous Region as the research object,conducts research and analysis on the current situation of food safety in local circulation links from different perspectives of operators,consumers and regulators,and learns that the reform of local food safety supervision has undergone a transformation from the initial "subsection supervision" system to the current "market supervision" system.At present,the comprehensive Administrative Law Enforcement Detachment of Market Supervision in A City is responsible for the supervision of food safety in the local circulation field.The supervision methods are as follows: Licensing access,daily supervision,risk rating,special inspection,supervision sampling,rapid detection,complaints and reports,administrative penalties,and in food safety demonstration,farmers market regulation,food vendor management,grid supervision and other aspects have achieved certain results.At the same time,analyzes the current circulation field of food safety problems: first,circulation industry,operators food safety subject responsibility consciousness is weak,food safety systems are not in place,hardware facilities are not complete;The second is the regulatory departments,the applicability of law is not strong,the law enforcement force is weak,the supervision means is traditional,the supervision scope has the blind spot,the food traceability difficulty;Third,the social level,consumers weak awareness of self-protection,social co-governance effect is not good.e social level,consumers weak awareness of self-protection,social co-governance effect is not good.By sorting out the existing problems of food safety in the local circulation link,collating domestic and foreign research literature in the circulation field,drawing on relevant supervision experience and combining with the local supervision practice,corresponding supervision suggestions are put forward: first,strengthen the hardware of the supervision department,such as increasing the input of law enforcement equipment and inspection equipment;The second is to strengthen regulatory software,For example,improve the rules and regulations related to food safety,actively introduce food,law and other professional personnel,strengthen training and learning,promote the intelligent supervision platform and food traceability system construction,strengthen the supervision and inspection,carry out network broadcast,wechat business and other ways of selling food and food distribution link supervision and inspection work,compacting the main responsibility of food safety,establish bad behavior deduction system,strict Permit access,etc.;Third,continuously refine the work objectives,expand the depth and strength of public participation in supervision,mobilize the enthusiasm of social supervision,form a good situation of cooperation between social groups and regulatory departments,so as to make the food circulation link in the area to a better direction.
