Under the immense pressure and challenges of global climate change,the transformation of urban construction to low-carbon has become an inevitable choice to achieve sustainable human development.A good level of low-carbon city construction can effectively balance ecological,economic,and social benefits,and is crucial to the promotion of ecological civilization.As China enters a stage of high-quality development,it is not enough to rely solely on the government to achieve the strategic goal of "low-carbon development",but also to mobilize the public to participate.Public participation in the evaluation of the quality of low-carbon development in cities is in line with the "people-centered" core of high-quality development.It not only enhances the comprehensiveness and objectivity of the evaluation results,but also provides an effective measure of the overall effectiveness of low-carbon construction in cities,reflects the diverse needs of the public,and provides data support for the formulation of future guiding policies.In this trend,it is crucial for the evaluation of urban lowcarbon development quality to accurately grasp public needs in order to improve the quality of urban low-carbon development.Therefore,this study develops a method for evaluating the quality of low-carbon urban development from the perspective of public participation,which is oriented toward meeting the perceived needs of the public.By analysing the research background,research significance and current status of research,this study finds that existing studies often focus on public participation as a key indicator for the construction of indicator systems,while not much research has been conducted on evaluation methods applicable to this type of issue.Based on this,this study identifies research ideas and carries out the following work with regard to the characteristics of public participation:(1)In order to establish an evaluation framework in a hesitant and fuzzy environment,considering that the public itself is subjective and fuzzy,and insisting on "people-oriented" public participation is to collect a wide range of opinions from the public,the hesitant and fuzzy set is used as the evaluation information carrier,so that the public’s differentiated perceptions and needs can be fully retained.(2)A set of indicators for evaluating the quality of low-carbon development in cities from the perspective of public participation was identified from the perspective of improving the quality of low-carbon development from the perspective of public focus and ease of understanding,based on the five dimensions of economic development,social life,energy use,carbon and environment,and low-carbon technology and management.Subsequently,the public was invited to participate in the weighting of the indicators together with experts,and through the improved hesitant fuzzy DEMATEL method,the weighting of the indicators was determined to take into account the preferences of the public and experts,which can effectively reflect the public’s value demands on different dimensions of low-carbon cities.(3)Give full play to the role of the public subject,the public opinion is assembled into the form of subgroups to participate in decision-making.Firstly,the decision weight of the public is determined by the integration of the consensus level and subjective weight preference information among groups such as the public,government,and experts.Secondly,to avoid information distortion or decision errors brought about by the evaluation information in the process of multiple aggregations,this study aggregates group opinions after obtaining the decision results.Again,considering that coordinated development is an important measure of quality development,this study introduces a coefficient of variation based on the original TOPSIS framework so that the city’s low carbon development quality score incorporates the degree of coordination between indicators.Finally,the above methods are integrated to obtain a multi-group TOPSIS evaluation method that includes the level of coordination under a hesitant fuzzy environment.(4)This study takes public participation in the evaluation of low carbon development quality in five cities in Yunnan Province,including Kunming,Yuxi,and Pu’er,as a specific case,and concludes that the city with the highest quality of low carbon development in the province is Kunming,followed by Yuxi,Qujing,Honghe Prefecture and Pu’er,which is basically consistent with the current reality and reflects the feasibility and applicability of the model.At the same time,the results of the comparative analysis show that the method proposed in this study has enhanced the differentiation between the evaluation results,and has certain validity and superiority.
