As a developing country with the largest carbon emission in the world,China has an extremely arduous task to realize the vision of carbon neutrality within 40 years.The integration strategy of the Yangtze River Delta provides an opportunity for the region to cooperate to control high carbon emissions.In view of this,from a macro perspective,taking the Yangtze River Delta as an example,through the detailed analysis of carbon sources and sinks,this paper uses the IPCC count method and biomass method to calculate the regional carbon emissions and ecosystem carbon sequestration respectively.Based on the calculation results,the carbon emission and carbon uptake in the region are compared and analyzed to obtain the net carbon emission from 2010 to 2019.Carbon capture and storage cost is cited as the unit carbon dioxide governance cost in this paper,so as to calculate the carbon governance cost in the Yangtze River Delta.Quantifying the treatment cost of carbon dioxide will help accelerate energy conservation and emission reduction in the region and promote the realization of the goal of"carbon neutralization".In this paper,the Yangtze River Delta is assumed to be a relatively closed space,regardless of the possible impact of the surrounding areas.The results of data research from 2010 to 2019 show that:(1)the situation of carbon dioxide pollution in the Yangtze River Delta is still severe.Under the background of China’s vigorous promotion of"carbon neutralization"and the construction of ecological civilization,the growth rate of total carbon emissions in the Yangtze River Delta has slowed down significantly.However,due to the developed industrial economy and increasing energy consumption in the region,the total carbon emission remains high.Although the carbon emission intensity of regional GDP decreases year by year,it is far lower than the national average,reflecting the disharmony between economy and environment in the Yangtze River Delta.(2)Spatially,due to different economic development and vegetation types,the cost of carbon dioxide governance per unit area in the Yangtze River Delta gradually increases from west to East.Zhejiang Province and Anhui province belong to ecological areas,which will produce certain economic benefits.Shanghai and Jiangsu province belong to consumption areas.Among them,Shanghai has the highest governance cost per unit area,which is 86235.04 yuan·hm-2·a-1.(3)From 2010 to 2013,the cost of carbon dioxide governance in the Yangtze River Delta increased rapidly and reached a peak of 162.601billion yuan in 2013.In 2014,due to the significant increase of carbon sequestration,the cost of regional carbon dioxide governance decreased by 50.89%compared with 2013,and then increased slowly in the following five years.In order to accelerate the realization of the goal of"carbon neutrality",this paper puts forward some suggestions,such as improving the accounting system of net carbon emissions,improving energy efficiency,establishing interregional communication and cooperation mechanism and establishing governance integrated financial management policy.
