| The community public is a direct stakeholder in the event of a disaster,and is also an important force in participating in innovation and building grassroots governance systems.This has become the consensus of the entire society.Community disaster risk management has attracted high public attention in promoting national governance systems and capacities.One of the main goals of economic and social development proposed in the "14th Five Year Plan" is to significantly improve the level of grassroots government,so that the public has the ability to prevent and respond to natural disasters.We will further optimize the construction of China’s emergency management system and improve the ability of the entire society to prevent,mitigate,and provide disaster relief.Build a new pattern of emergency management featuring collaborative construction,joint governance and sharing.However,China’s research and practice in advertising and education for disaster prevention and mitigation is relatively late.Currently,the publicity and education of disaster prevention and mitigation in urban communities is still in the preliminary exploration stage,and a relatively systematic and mature theoretical system has not yet been formed.There are still some problems in implementation and implementation that hinder the improvement of disaster prevention and mitigation in urban communities in China.Investigating the effectiveness of community outreach and disaster prevention and mitigation education can further enhance residents’ emergency awareness,thereby improving their self-rescue ability in emergencies,effectively reducing life and material losses in emergencies,and avoiding negative impacts on society.Therefore,it is necessary to conduct in-depth research on how to improve the awareness and awareness of disaster prevention and preparedness in urban communities in China,as well as how to effectively carry out and implement community outreach and disaster prevention and mitigation education.Based on the application of performance evaluation,emergency management theory,and related models,this paper constructs a theoretical framework and evaluation index system for evaluating the effectiveness of urban disaster prevention and mitigation,education,and awareness.Subsequently,three communities in Wuhan were selected as the research objects.The questionnaire focuses on residents’ preparation and participation methods,as well as obstacles to participating in disaster prevention and mitigation.Conduct statistical analysis on the collected questionnaire data,and use SPSS software to analyze and summarize the data.In particular,data processing considers two aspects: on the one hand,residents’ disaster awareness and emergency self rescue capabilities.;On the other hand,starting with community management,it mainly considers the organizational capacity of community managers and the theoretical system level of disaster prevention and mitigation.At the same time,from the perspective of residents,it further investigated whether the awareness of disaster prevention and mitigation is related to the educational level and age distribution of residents,and on this basis,summarized the problems existing in the process of disaster prevention and mitigation.In response to this series of issues,relevant countermeasures and suggestions have been put forward in terms of institutional mechanisms,content diversity,novelty and practicality,innovative publicity and education methods,disaster prevention and mitigation development,publicity and education plans,and implementation plans,to effectively control and reduce disaster risk in communities,promote standardization and legalization of disaster prevention in China,and reduce public and educational activities. |
