Achieving the co-benefit of pollution reduction and carbon reduction is the general starting point for making a comprehensive green and low-carbon transformation of the economy and society,and cities are the main battlefields for pollution reduction and carbon reduction.Urban road traffic is an important source of air pollutant and carbon emissions,and the rigid growth of urban road traffic demand makes the air pollutants and CO2 emissions of road traffic still face greater pressure to reduce emissions,and the coordinated emission reduction is facing greater challenges.The homology of air pollutants and CO2 emissions from urban road traffic is the feasible basis for achieving the co-benefit of pollution reduction and carbon reduction,how to analyze the influencing factors of the synergy effect based on the existing theories and methods and quantitatively evaluate the co-benefit of the policy,and based on this to find the optimal policy path to achieve the coordinated emission reduction of urban road transportation,is the problem to be solved by this study.This study takes urban road traffic as the research object,taking Shanghai as an example,summarizes the research in the academic circles,defines the connotation of the synergistic effect theory,and established a theoretical analysis framework and co-benefit assessment model of air pollutants and CO2 in urban road traffic.Literature research,scenario analysis and model simulation were used to analyze the influencing factors of synergy effects and conduct empirical research.This paper believes that the co-benefit of pollution reduction and carbon reduction refers to the dual effects of air pollutants and CO2reduction brought about by emission reduction policies,and the resulting economic benefit.Based on historical emission reduction policies and related studies,this study established four emission reduction scenarios,namely strict vehicle emission standards,promotion of electric vehicles,development of urban public transport,and comprehensive policy scenarios.The LEAP model was used to simulate the emission reduction scenarios in these four scenarios.Emissions from urban road traffic from the base year to the target year under the scenario.The research results show that:under the baseline scenario,various atmospheric pollutants and CO2 show continuous growth;three single-policy emission reduction scenarios show different degrees of synergistic effects of pollution reduction and carbon reduction,among which the comprehensive policy scenario has the greatest reduction in emission reduction;the coordinated emission reduction effect of strict emission standard measures is relatively limited,and the coordinated emission reduction of public transportation is second;the alternative measures of electric vehicles have the best coordinated emission reduction effect,reducing the Row strength is also acceptable.Therefore,the promotion of electric vehicles is a policy measure with significant co-benefit of pollution reduction and carbon reduction among several types of measures,and the replacement of electric vehicles is the most important factor affecting the co-benefit of road traffic emission reduction.Then,an in-depth policy evaluation of the electric vehicle promotion scenario was carried out,and the results found that the alternative to electric vehicles would have a certain negative co-benefit on SO2 emission reduction.And from the perspective of the economic benefit of synergies,the replacement of electric buses has the most significant co-benefit of pollution reduction and carbon reduction.In the end,based on the empirical analysis results,this paper makes a research summary and outlook,and puts forward some policy suggestions:it is recommended that Shanghai speed up the adjustment of the travel structure of urban road traffic,promote green travel and low-carbon travel;continue to promote the implementation of electric vehicles Encourage policies;expand coverage of electric buses.
