As the "Mother River" of Shaanxi people,Weihe River supports the people’s life,social progress and economic development of the administrative regions along the coast.In recent years,with the social and economic development of Shaanxi province,the Weihe River in Shaanxi Province is faced with the problems of water shortage and poor water environment quality,which seriously affects the social and economic development and the health of water ecosystem in Shaanxi Province.In order to curb water environmental pollution of the Weihe River and Shaanxi section,maintain water ecological health of the Weihe River and meet the needs of development in the new era,research on the identification and response of water pollution problems of the Weihe River and Shaanxi Section has been carried out,from the construction of water pollution evaluation index database and method database,online identification of water pollution problems to the design of water pollution process response process.Furthermore,relying on information technology to establish a water pollution problem identification and response system for the Weihe River and Shaanxi section,this study takes adaptability and operability as the principle to build a water pollution prevention and control system for the Weihe River and Shaanxi section,so as to make the system operational and make the assessment adapt to the dynamic changes of the river,so as to realize the prevention and control of water pollution problems and avoid water pollution incidents that endanger river health and social development.The main research contents and results of the thesis are as follows:(1)Analysis on the water environment characteristics and main problems of Wei River in Shaanxi Section.According to "Shaanxi Statistical Yearbook","Shaanxi Water Resources Bulletin" and "Shaanxi Ecological Environment Bulletin" in the past ten years,the paper analyzes the water quality status,water quantity change,population,economy and pollutant discharge of Weihe River in Shaanxi section.Based on the analysis of water resource quantity,water resource supply and social and economic situation in Weihe Shaanxi section in recent years,it is concluded that the water resource shortage in Weihe Shaanxi section in recent years,but the social development water consumption increased year by year.By analyzing the variation trend of COD and ammonia nitrogen in the Shaanxi section of the Weihe River in recent five years,it is found that the water quality in the Shaanxi section of the Weihe River has improved year by year from 2016 to 2020,and the water quality in flood season is obviously better than that in non-flood season,but the change of water quality is not stable,sometimes good and sometimes bad.The water quality of Tianjiang Rendu section and Gengzhen Bridge section in the main stream of the Weihe River is the worst.The pollution level of Baoji City is the lightest and that of Xi’an city is more serious.At the same time,the amount of pollutants discharged by various pollution sources in each administrative region along the Shaanxi section of the Wei River in 2021 was analyzed,and the contribution rate of different pollution sources was found to be domestic pollution source>agricultural pollution source>industrial pollution source.The amount of pollutants discharged by each administrative region was Xi’an>Xianyang>Weannan>Baoji.The results show that the discharge of wastewater increases year by year in the past ten years.(2)Water quality assessment and pollutant determination of Weihe River in Shaanxi section.Build an online assessment index database and method database for water pollution problems,develop water quality assessment method class and river and lake color identification class components,and select COD and ammonia nitrogen as pollution indexes according to the results of water function zone division and based on the "Surface Water Environmental Quality Standards".Using Java language to construct three water quality evaluation methods,namely single factor index method,fuzzy comprehensive evaluation method and Nemerow index method,it is judged that the water quality of the sections in each water functional zone is up to standard,except that the water quality of Yangling agricultural and landscape water areas is not up to standard,and the other sections are up to standard.Java language and OpenCV were used to construct the color recognition model of HSV river and lake,and it was judged that the water body of the river was seriously eutrophication,and the pollution range reached 90%.(3)Analysis of process coping mechanism,process design and model implementation of water pollution problem under river chief system.By analyzing the main needs of the process response to water pollution problems,the main tasks and management mechanism of the "river chief system" are clarified,so as to realize the process response to water pollution problems and connect with the river chief system,and build a process response model for water pollution problems based on the river chief system.Under the guidance of "problem-oriented,linkage and joint control,assessment and evaluation",a governance mechanism of "linkage and joint control,rolling correction,monitoring and early warning,and online evaluation" has been established.Designed according to the process response process and supported by information technology,four management mechanisms have been embedded to realize the process response model for water pollution in the Wei River Shaanxi section.(4)Development and implementation of water pollution problem identification and response system in Weihe Shaanxi Section.Using Web Service,Java,database and other information technologies,based on the integrated platform,the identification and response system of water pollution problem in Weihe Shaanxi section is built.With the support of this system,water pollution data management,water pollution problem identification,water pollution problem response,and online assessment and evaluation of water pollution in Weihe Shaanxi section are realized through comprehensive integrated means.Online assessment and evaluation run through the whole water pollution problem management and control,providing a good visualization platform for decision-making services,and the system is professional and flexible.At the same time,it has the ability to operate and adapt to dynamic changes.
