With the rapid development of social economy,water environment problems emerge in endlessly,such as river and lake pollution,water eutrophication,cyanobacteria outbreak,River waste accumulation,riverbed drying up,factory sewage discharge seriously exceeding the standard,and these problems show an increasingly serious trend,which brings serious challenges to water environment management.In 2007,Wuxi,Jiangsu Province initiated the "rive rchief system" because of the blue algae problem in Taihu Lake.Because of the good harnessing effect,the "lake chief" and "river chief" gradually developed in some places.On October 11,2016,at the 28 th meeting of the Leading Group of the Central Committee on the Comprehensive Deepening of Reform,the Opinions on the Comprehensive Implementation of River Chief System drafted by the Ministry of Water Resources were considered and adopted.The River(Lake)Chief System was extended to the whole country.This paper takes the implementation and performance of river(lake)chief system as the research object,combines quantitative analysis with qualitative analysis of balanced scorecard,and establishes a performance evaluation system of river(lake)chief system in Qingshanhu District of Nanchang City based on the decision-making optimization method of fuzzy matrix,in order to understand the implementation effect and existing problems of river(lake)chief system in Qingshanhu District.The results show that the river(lake)chief system has played an active role in the regulation of rivers and lakes in Qingshanhu district,but there are also some shortcomings in the implementation of the current river(lake)chief system,such as the government's emphasis on "governance" but neglect of publicity;over-reliance on "river chief" but neglect to mobilize the public;lax dynamic supervision and enforcement,and inadequate innovation in management mode;Inadequate.In this regard,some suggestions are put forward,such as actively publicizing the concept of river(lake)chief system and water conservation,strengthening the guarantee of funds for water control,increasing the enthusiasm ofpublic participation,establishing third-party evaluation and strict supervision of water environment law enforcement.
