Today,century-old changes are accelerating and the global economy is undergoing profound adjustments.In the process of seeking high quality development,China is facing the dual pressure of environmental improvement and economic development.In order to better solve the negative externality of environmental problems,environmental regulation and other means came into being.However,environmental policy inevitably has two sides in its application.On the one hand,environmental regulation plays a normative role in promoting cleaner production behavior of enterprises.On the other hand,the binding force of regulation means will impact the production and operation capacity and benefit of enterprises,and challenge the market performance of enterprises.Under the background of China’s increasing foreign trade,it is of great significance to correctly evaluate the impact of China’s environmental regulations on enterprises’ export competitiveness.Based on this,in order to test whether environmental regulation has an impact on enterprises’ export competitiveness while controlling pollution,this paper uses the data of textile enterprises matched by China Customs database and China Industrial Enterprise database from 2002 to 2006,and takes the water pollution discharge policy of textile dyeing and finishing industry implemented in Jiangsu Province in 2005 as the standard natural experiment to study the influence of environmental regulation on export markup rate of textile enterprises in Jiangsu Province.The results show that environmental regulation has a significant positive effect on the export markup rate of enterprises.The regression results show that the export markup rate of textile enterprises in Suzhou,Wuxi and Changzhou has significantly increased by about 2%due to the implementation of environmental regulation.In this paper,the robustness tests were performed by changing the control group,expanding the sample interval,conducting triple difference test and sensitivity test,and the results all supported the baseline conclusions of this paper.Further analysis of enterprise heterogeneity proves that the impact of environmental regulation on enterprises’ export markup rate is restricted by enterprise type and enterprise size.The regression results show that from the perspective of the nature of enterprises,environmental regulation significantly improves the export markup rate of domestic enterprises and private enterprises.From the perspective of the size of enterprises,the regulatory policy has a more obvious promotion effect on small-scale enterprises.In addition,this paper sorted out the effect mechanism of environmental regulation on enterprises’ export competitiveness from the following cost channel,total factor productivity channel and market concentration channel,and further tested and elaborated the following cost and total factor productivity channel.The results show that environmental regulation can significantly improve the export competitiveness of enterprises by enhancing enterprise innovation and optimizing enterprise cost.Finally,based on theoretical analysis and research facts,this paper gives some possible policy suggestions from the perspective of government and enterprises respectively.
