Research On Green Economic Growth Effect Of Strengthened Environmental Regulation

Since the reform and opening-up,China’s economic development has made remarkable achievements,but the high growth is too extensive,Unstable economic structure and high pollution are one of its typical results,dealing with the relation of economic growth and environmental conservation,as well as taking the green developing road,are the inevitable requirement of China’s high-quality development,also the Responsibilities for Participating in global environmental governance deeply.The 14 th Five-Year Plan emphasizes the strategic position of green development in the overall situation of China’s modernization drive.However,There are also some problems in the process of green development,like the Inherent defects of market economy,the Government’s poor supervision from the Perspective of Fiscal Decentralization,the absence of public scrutiny.so the green developing has to depend on more of Central Environmental Regulation as a long-term and systematic project.Whether the strengthening of environmental regulation can promote the growth of regional green economy,and how to promote the growth of regional green economy,Which is One of the key issues in our current stage of economic development.This article is divided into five sections.The first part explains the research background and significance of the article,combines the research results at home and abroad to put forward the research ideas of this paper.Based on the relevant theories and research results,the second part analyzes the impact effect of strengthening environmental regulation on the growth of regional green economy and the heterogeneity of this effect,which determines the theoretical framework for the later empirical research;The third part Based on the panel data of 268 prefecture-level cities from 2007 to 2019,selecting non-radial directional distance function considering unexpected output to calculate the municipal green development level in China.Selects the policy of “Ambient Air Quality Standard(2012)”as a quasi-natural experiment,this paper empirically studies impact effect of strengthening environmental regulation on the growth of regional green economy and the heterogeneity of this effect by using the progressive DID(difference in differences)method.The fourth part empirically tests the conduction mechanism of the strengthening of environmental regulation affecting green economic growth from the three departments of government,enterprises and the public;The fifth part mainly expounds the conclusion of the full text and gives the corresponding policy suggestions.The conclusions show that:(1)the strengthening of environmental regulation can significantly promote regional green economic growth when significance level is below0.01,which is still true after a series of robustness tests.(2)Research has found that the promoting effect to regional green economic is more significant In cities with high level of green economy、moderate intensity Environmental Regulation 、lower level of marketization;(3)The mechanism analysis shows that the strengthening of environmental regulation will promote the development of local economy by increasing government expenditure,improving the production efficiency of enterprises and promoting public consumption etc.The above conclusions provide a theoretical basis for China to achieve a win-win situation,and explore the realization path of “lucid waters and lush mountains are invaluable assets ”.
