With the development of economy, energy consumption is rising, at the same timeenergy, economy, and environment are also increasingly uncoordinated. Energy is thesupport material of the system, and the economy is the core of the system, and theenvironment is the support space systems, so evaluating the performance of the systemhas great significance. More broadly conceived, evaluating system performance can notonly monitor the implementation of the country’s macroeconomic policies, but alsojudge the effectiveness of macroeconomic policies. In narrow terms, evaluating systemperformance can judge redundant or insufficient of the input and output in the variousregions, thus to help them achieve the best production practices.This paper decomposes the entire process into two stages: the first stage ofeconomic development, and the second stage of environmental management. Energy isan important investment for the first stage in addition to labor and capital. Taking intoaccount the impact of non-desired output on performance, the paper establishes atwo-stage network DEA model based on directional distance function, which canmeasure the performance indicators of the system. In addition, due to the changes in thesystem’s internal and external environment, policymakers have different preferences foreach sub-process, so establishing a two-stage network DEA model based on differentpreference of policymakers in different years, and then analysis the difference of theefficiency with the model for no policymaker preference.This paper makes use of2006-2012Annual Report data of30regions to developan empirical study, and then calculates the technical efficiency, energy conservationindex and emission reduction index, finally compares the performance indicators withdifferent models in eastern, central, western regions. Finally evaluating the efficiencyaccording to policymaker preference model to divide30regions into four categories,and make recommendations accordingly. The results show that: non-preference modeloften overestimate the performance indicators, so the model with policymakerspreference is more accurate. There are some differences in the performance indictors ofChina’s eastern, central and western, but the differences of the performance indicatorsare more significant in different years.
