The Impact Of Digital Inclusive Finance On The Green Development Efficiency Of Planting Industry

With the help of fintech,digital inclusive finance can effectively solve the financial exclusion of traditional finance to rural areas,promote the planting industry to reduce carbon emission intensity,and improve the green development efficiency of planting industry.Planting industry is an important part of agriculture,which is an important basic industry to ensure national food security,social stability and people’s life happiness.The No.1 Document of the Central Committee in 2023 once again emphasized the requirements of promoting the green development of agriculture and accelerating the popularization and application of the technology of reducing the quantity of agricultural inputs and increasing efficiency.Green development has become an important direction of planting industry in the future.The green development of planting industry needs financial support,but it is difficult to obtain financial capital support for green development of planting industry due to the weak nature of planting industry and financial exclusion of rural and agriculture-related industries.The emergence of digital financial inclusion is expected to break this status quo.Digital inclusive finance is the organic integration of digital technology and inclusive finance,which not only contains the inclusive development concept of inclusive finance,but also has the advantages of digital technology.The application and promotion of digital inclusive finance in Dabieshan Area of Hubei Province can effectively overcome the financial exclusion of traditional finance to rural areas,alleviate the financing constraints of agricultion-related industries,and play a positive role in promoting the green development efficiency of planting industry in Dabieshan area of Hubei province.Based on the panel data of 22 counties(cities and districts)in Dabe Mountain area of Hubei Province from 2011 to 2020,the paper used total carbon emissions of planting industry and total pollution emissions from non-point sources to represent the undesirable output,and selected the super-efficiency SBM-ML index model to calculate and evaluate the green development efficiency of planting industry and its decomposition index.Tobit regression model was used to analyze the influence of digital inclusive finance on the green development efficiency of planting industry,and the stability test and endogeneity analysis of the regression results were carried out.Heterogeneity analysis and intermediary mechanism test were used to study the regional differences,dimension differences and influence mechanisms of digital inclusive finance on the green development efficiency of planting industry.The results showed that the green development efficiency of planting industry in Dabie mountain area of Hubei Province was at a medium and high level,presenting the characteristics of alienated development.The growth of green development efficiency of planting industry was positively promoted by digital inclusive finance.The control variables such as farmer’s income level,farmland water conservancy facility level,agricultural structure,crop multiple cropping index and labor education level would significantly promote the green productivity of planting industry,while the urbanization level would significantly inhibit it.The regression results passed the robustness test.The endogeneity test results were consistent with the original regression results.The potential endogeneity problem tended to underestimate the effect of the development level of digital inclusive finance on the technological progress of planting industry.From the perspective of heterogeneity analysis,the regional central city of Huanggang had a greater promoting effect on the green development efficiency of planting industry in Dabe Mountain area of Hubei Province.Digital inclusive finance promoted the growth of green development efficiency of planting industry mainly by promoting the technological progress of planting industry.The three components of digital inclusive finance index all had a significant promoting effect on the improvement of green development efficiency of planting industry.From the perspective of mechanism,digital inclusive finance reduces the carbon emission intensity of planting industry and improves the green development efficiency of planting industry through financial support.Accordingly,this paper puts forward targeted policy suggestions from three aspects,namely,internal optimization of digital inclusive financial services to meet the service needs of green development of planting industry;To guide the development of digital inclusive finance externally and improve the service efficiency of green development of planting industry;Improve the production environment protection system of planting industry,and promote the green transformation of planting industry structure.
