| The main functional area is a concept creatively proposed by China to solve the imbalance between population,economy,resources,and environment.Key ecological functional areas are one of the main functional areas classified according to the development content,and play a pivotal role in providing ecological products,maintaining regional ecological balance,optimizing the land spatial pattern,and ensuring regional ecological security.The transfer payment for key ecological function areas is the largest government ecological compensation project in China.The central government gradually formed an ecological compensation system through transfer payment funds allocation in 2008,with the intensity of allocation increasing year by year,and the transfer payment method is also being adjusted in a timely manner.Therefore,whether the transfer payment funds have been effectively utilized is a matter of concern,and performance evaluation and analysis of the transfer payment in key ecological functional areas are needed.This thesis selects ecological civilization pilot areas,namely,Fujian,Jiangxi,Guizhou,and their prefecture-level cities,as the research objects.Through performance evaluation analysis and combined with impact factor analysis,it discusses the existing problems in transfer payment performance in key ecological function areas and improvement measures to improve performance.This thesis first differentiates and analyzes the concepts and theories related to transfer payment in key ecological functional areas,and analyzes the current situation of transfer payment in key ecological functional areas in Fujian,Jiangxi and Guizhou against the background of the institutional changes of transfer payment in key ecological functional areas in China,that is,improve the transfer payment methods in key ecological functional areas through local practices,and constantly adjust the capital allocation of transfer payment in key ecological functional areas from the aspects of scale and proportion,The purpose is to obtain the maximum ecological and environmental benefits.The conclusion is that the quality of the ecological environment is developing in a beneficial direction,indicating that the policies and measures formulated for environmental protection and the financial investment paid have achieved benefits.It is worth further performance evaluation and analysis from the perspective of prefecture-level cities to evaluate the environmental performance brought by financial investment.The current situation analysis also shows that the transfer payment of key ecological function areas is a direct and efficient means of ecological compensation and it is necessary to do a good job in fund performance management.Secondly,in terms of empirical analysis,this thesis uses the SBM-DEA model and the Malmquist-Luenberger productivity index to measure the transfer payment performance of key ecological function areas in 25 prefecture-level cities in Fujian,Jiangxi and Guizhou from 2012 to 2020 from both static and dynamic perspectives,and compares and analyzes the performance evaluation results of the three provinces.Finally,it is concluded that the transfer payment performance of key ecological function areas between prefecture-level cities is quite different,Many prefecture-level cities have not yet been in a relatively effective state.There is room for improvement in the overall performance of the three provinces.The vast majority of prefecturelevel cities’ total factor productivity is due to technological progress,while the change in technological efficiency is often less than or equal to 1;Using the Tobit model to analyze the external factors that affect the transfer payment performance of key ecological functional areas in Fujian,Jiangxi,and Guizhou,and discussing the existing problems,it was found that the degree of environmental protection importance given by local governments,the education level of local residents,and the local government’s financial self-sufficiency rate have a positive impact,while the transfer payment scale,industrial structure(specifically the proportion of added value of the secondary industry),and population size of key ecological functional areas have a negative impact,The impact of per capita GDP is not significant.Finally,this thesis summarizes the research conclusions of the full text based on the previous status analysis and empirical research results,and proposes to optimize the transfer payment methods for key ecological function areas,and reasonably adjust the scale of funds;Improve the regulatory mechanism for transfer payment funds in key ecological functional areas;Improve the institutional supporting system in the field of ecological compensation in key ecological functional areas;Strengthen the attention paid by local governments to environmental protection and cultivate their environmental governance capabilities;Optimize the industrial structure and promote the green and ecological development of the secondary industry;A series of policy recommendations to improve the implementation performance of transfer payments in key ecological functional areas in Fujian,Jiangxi,and Guizhou,such as improving the level of education popularization and conducting more publicity and education on ecological
