| In the context of global warming and intensifying environmental pressure,low-carbon development has become the consensus of all countries in the world.As the country with the largest carbon emissions in the world,China’s carbon emission reduction work is under pressure.In order to further achieve carbon emission reduction and move towards the goal of "carbon peaking",it has become the primary task of China’s "14th Five-Year Plan" period.At present,there are many studies on carbon emissions at the national level,relatively few studies at the regional level,and the research data is relatively lagging behind,so it is of great significance to study carbon emission reduction at the regional level.The central rise strategy is a central policy in order to revitalize the central region and promote the common rise of the central economic region,how to develop the economy of the central provinces more efficiently,reasonably and greenly,and research and formulate targeted carbon emission reduction measures is an issue that must be considered,which is of great significance to achieving China’s carbon emission reduction goals.Based on the regional input-output tables in 2012 and 2017,this paper uses the multiregional input-output method to measure the embodied carbon embodied in inter-provincial trade in six central provinces(Shanxi,Anhui,Jiangxi,Henan,Hubei and Hunan)in central China,and decomposes and decouples the influencing factors based on the data,and concludes the following:First,in terms of embodied carbon accounting data,the embodied carbon input in Shanxi,Anhui and Henan provinces decreased relatively,and the carbon emission input in Jiangxi,Hubei and Hunan provinces increased relatively.Henan,Anhui and Hunan provinces changed from net embodied carbon importing provinces to net embodied carbon exporting provinces,Hubei provinces changed their embodied carbon transfer from net exporting provinces to net importing provinces,Shanxi Province and Jiangxi Province remained unchanged,Shanxi Province was net importing province and Jiangxi Province was net exporting province.Shanxi Province has always been the province with the largest amount of carbon emissions input among the six provinces,and has assumed heavier carbon producer responsibility.Non-metallic mineral products,metal smelting and rolling processed products,electric power and heat supply and transportation are the sectors with large amounts of embodied carbon transfer in each province.Second,in terms of the decomposition of influencing factors,on the whole,scale effects and technical effects mostly promote embodied carbon input.Structural effects are mostly inhibitory.From the perspective of the industry,the embodied carbon transfer of coal mining products,metal mineral products,power and heat supply industry and other sectors is large.Third,in terms of the decoupling of embodied carbon and economic growth,the six provinces as a whole are in a state of strong decoupling,and scale effects and structural effects have a greater impact on decoupling,of which structural effects are weak decoupling and scale effects are strong decoupling.From the provincial level,Shanxi,Anhui,Henan and Hunan provinces are in a state of strong decoupling,and Jiangxi and Hubei are weakly decoupled.Based on empirical research,the following strategies are proposed.Optimize the energy structure and develop clean energy;Promote the transformation of industrial structure and improve the technical level of the industry;Consider the production and consumption side and establish a shared responsibility system. |
